【摘要】：近幾年，水生態(tài)問題受到人們?cè)絹碓蕉嗟年P(guān)注，中央及相關(guān)部門出臺(tái)了一系列措施進(jìn)行水生態(tài)文明建設(shè)，濟(jì)南市被水利部確定為全國(guó)第一個(gè)水生態(tài)文明建設(shè)試點(diǎn)城市。2013年1月，濟(jì)南市政府發(fā)布《濟(jì)南市水生態(tài)文明文明建設(shè)試點(diǎn)實(shí)施方案》，，方案將“增進(jìn)全社會(huì)水福利、提升城市品質(zhì)”作為水生態(tài)文明建設(shè)主題。在此背景下，文章結(jié)合福利理論、指數(shù)理論等，試圖對(duì)水福利的概念進(jìn)行界定，并構(gòu)建水福利指數(shù)，衡量水生態(tài)為居民帶來的福利，評(píng)價(jià)水生態(tài)文明建設(shè)取得的成果及相關(guān)政策措施的成效。文章首先梳理了水生態(tài)與福利理論的研究文獻(xiàn)，探討了研究地濟(jì)南市的水生態(tài)現(xiàn) 狀，并從福利理論入手，通過對(duì)城市水生態(tài)功能體系、城市水生態(tài)價(jià)值與福利的關(guān)系討論，將水福利定義為城市水生態(tài)通過發(fā)揮自身的經(jīng)濟(jì)、生態(tài)和社會(huì)功能而起到促進(jìn)居民福利的作用。然后，通過構(gòu)建涵蓋水生態(tài)輻射范圍指標(biāo)的居民福利指數(shù)，進(jìn)一步構(gòu)建衡量水生態(tài)為居民帶來的福利的水福利指數(shù)。實(shí)證結(jié)果表明，水生態(tài)輻射范圍的變化對(duì)居民的福利的影響較明顯，通過擴(kuò)大水生態(tài)輻射范圍可以增大水福利指數(shù)。最后，從建設(shè)健康優(yōu)美的水生態(tài)體系、先進(jìn)特色的水文化體系等角度提出了建設(shè)水生態(tài)的對(duì)策和建議。
[Abstract]:In recent years, more and more attention has been paid to the problem of water ecology. The central government and relevant departments have issued a series of measures for the construction of water ecological civilization. Jinan was designated by the Ministry of Water Resources as the country's first pilot city for the construction of water ecological civilization. In January 2013, the Jinan Municipal Government issued the "pilot implementation Plan for the Construction of Water Ecological Civilization in Jinan City," which will "enhance the water welfare of the whole society." To improve the quality of the city "as the theme of water ecological civilization construction." Under this background, the paper tries to define the concept of water welfare by combining welfare theory and index theory, and constructs water welfare index to measure the welfare brought by water ecology to residents. Evaluate the achievements of water ecological civilization construction and the effectiveness of relevant policies and measures. Firstly, the paper combs the research literature of water ecology and welfare theory, discusses the present situation of water ecology in Jinan city, and starts with the welfare theory, through the function system of urban water ecology. This paper discusses the relationship between urban water ecological value and welfare, and defines water welfare as the role of urban water ecology in promoting residents' welfare by exerting its own economic, ecological and social functions. Then, by constructing the residents welfare index which covers the range of water ecological radiation, the water welfare index is further constructed to measure the welfare of the residents brought by the water ecology. The empirical results show that the change of the range of water ecological radiation has a more obvious effect on the welfare of the residents, and the water welfare index can be increased by expanding the range of the water ecological radiation. Finally, the countermeasures and suggestions for the construction of water ecology are put forward from the point of view of constructing healthy and beautiful water ecological system and advanced water culture system.
