河湖水系連通生態(tài)環(huán)境影響評價概念模型研究

【摘要】:河湖水系連通是當前重要的水利發(fā)展戰(zhàn)略,是改善水資源配置、抵御水旱災害、進行生態(tài)環(huán)境治理的重要手段,對其影響的評價能為決策提供重要的依據。本文首先討論了河湖水系連通生態(tài)環(huán)境影響評價不同于其他水工程影響評價的若干方面,指出在進行河湖水系連通生態(tài)環(huán)境影響評價時,連通區(qū)獨特的空間結構導致反映同一內涵的指標在受水區(qū)、調水區(qū)及整個連通區(qū)均可能存在閾值,從而可能需要在多個區(qū)域上評價連通的影響;其次,本文提出了在連通區(qū)上評價連通對生態(tài)環(huán)境指標影響的概念模型及基于這種概念模型進行評價的方法;最后,本文討論了本概念模型的局限性以及河湖水系連通影響評價研究需進一步開展的工作。
[Abstract]:The connection of rivers and lakes is an important development strategy of water conservancy at present. It is an important means to improve the allocation of water resources, resist flood and drought disasters, and manage the ecological environment. The evaluation of its influence can provide important basis for decision making. In this paper, several aspects of Eco-environmental impact assessment of river and lake systems are discussed, which are different from those of other water projects, and it is pointed out that in the process of ecological environmental impact assessment of connected river and lake systems, The unique spatial structure of the connected region leads to the existence of threshold values in the water receiving region, the water transfer area and the whole connected area, which may result in the need to evaluate the impact of connectivity on multiple regions. Secondly, this paper puts forward a conceptual model for evaluating the impact of connectivity on ecological environmental indicators on the connected region and a method based on this conceptual model to evaluate the impact of connectivity on ecological environmental indicators. Finally, this paper discusses the limitations of this conceptual model and the further research work needed to be carried out on the evaluation of the connectivity of rivers and lakes.
