不確定視角下改進(jìn)TOPSIS法的工程評標(biāo)模型研究

【摘要】:評標(biāo)質(zhì)量決定中標(biāo)者與招標(biāo)項(xiàng)目的契合程度,但受經(jīng)驗(yàn)知識和主觀判斷等影響,定性指標(biāo)的量化過程易帶有主觀模糊性,從而影響結(jié)果準(zhǔn)確度。為減少模糊因素對評標(biāo)結(jié)果的負(fù)作用,引入Z-number模糊數(shù)識別定性指標(biāo)的不確定性,依據(jù)熵值原理客觀確定評標(biāo)指標(biāo)及評標(biāo)專家權(quán)重,TOPSIS法集成指標(biāo)值,構(gòu)建基于Z-number理論的改進(jìn)TOPSIS法評標(biāo)模型。結(jié)果表明,提議方法不僅能明晰度量定性指標(biāo)值本身的模糊程度,還實(shí)現(xiàn)了指標(biāo)值不確定性的針對化削減。同時(shí),在有效避免主觀賦權(quán)帶來的不確定性基礎(chǔ)上,該方法也克服了指標(biāo)間的不可公度性。通過示例分析與敏感性分析驗(yàn)證了模型的實(shí)效性與穩(wěn)定性。
[Abstract]:The quality of bid evaluation determines the degree of conformity between the winning bidder and the bidding project, but affected by the experience knowledge and subjective judgment, the quantitative process of qualitative index is easy to have subjective ambiguity, thus affecting the accuracy of the result. In order to reduce the negative effect of fuzzy factors on the evaluation result, the uncertainty of qualitative index of Z-number fuzzy number identification is introduced. According to the entropy principle, the evaluation index and expert weight are objectively determined, and the TOPSIS method integrates the index value. An improved TOPSIS bidding evaluation model based on Z-number theory is constructed. The results show that the proposed method can not only clearly measure the ambiguity of the qualitative index value itself, but also realize the target reduction of the uncertainty of the index value. At the same time, on the basis of effectively avoiding the uncertainty brought by subjective weighting, the method also overcomes the incompatibilities among indicators. The effectiveness and stability of the model are verified by example analysis and sensitivity analysis.
