【摘要】：幸福是資源配置與利用的終極價(jià)值目標(biāo).將主觀幸福感理論引入到水資源管理研究,提出水幸福感的概念,建立水幸福感測(cè)度指標(biāo)體系.以我國(guó)典型內(nèi)陸河流域——黑河流域張掖段為研究區(qū),采用典型與非典型相關(guān)分析法和因子分析法,對(duì)黑河流域居民水幸福感的人口學(xué)特征與影響因素進(jìn)行了深度分析,結(jié)果發(fā)現(xiàn)不同地區(qū)水幸福感差異較大.其中肅南的健康層面、民樂(lè)的價(jià)格層面、高臺(tái)的管理層面與價(jià)格層面得分較低,參與層面與節(jié)水層面各地區(qū)得分均較低.山丹地區(qū)水幸福感整體偏低.這要求政府水資源管理政策貫徹全方位管理與重點(diǎn)管理有機(jī)結(jié)合的原則.在具體管理策略上,相關(guān)部門(mén)應(yīng)關(guān)注水對(duì)居民健康和環(huán)境造成的影響,同時(shí)完善管理程序,促進(jìn)水價(jià)改革,鼓勵(lì)居民參與,提升社會(huì)節(jié)水意識(shí)與能力,進(jìn)而形成基于水幸福感提升的流域水資源管理策略體系.
[Abstract]:Happiness is the ultimate value goal of resource allocation and utilization. This paper introduces the theory of subjective well-being into the study of water resources management, puts forward the concept of water well-being, and establishes the index system of water well-being. Taking the Zhangye section of the Heihe River Basin, a typical inland river basin in China, as the study area, the demographic characteristics and influencing factors of the water well-being of the residents in the Heihe River Basin are analyzed by using the typical and atypical correlation analysis and factor analysis. The results showed that there were significant differences in water well-being in different regions. The health level of Sunan, the price level of folk music, the management level and price level of Gao Tai are lower, and the scores of participation level and water saving level are lower. The water well-being in Shandan area is low. This requires government water resources management policy to carry out the principle of organic combination of all-round management and key management. In terms of specific management strategies, relevant departments should pay attention to the impact of water on residents' health and environment, at the same time, improve management procedures, promote water price reform, encourage residents to participate, and enhance social awareness and ability to save water. And then form the strategy system of water resources management based on the promotion of water happiness.
