合理均價法在水利工程招標中的應用研究

【摘要】:當前經濟快速發(fā)展國家建設穩(wěn)步推進,如何在此市場環(huán)境中獲得更好的資源,招投標方式能更好的體現(xiàn)“公開、公平、公正”的原則,通過競爭擇優(yōu)選擇投標人。但是水利工程建設項目情況復雜,當前招投標市場中常用評標法很難讓發(fā)包人尋覓到滿意的中標者,存在各種關系標,人情標。因此,對招標評標辦法的研究,防止招標工作不嚴密、不公正,減少招標中評委的人為因素干預,減少腐敗行為發(fā)生,從而合理的選擇最優(yōu)中標人具有現(xiàn)實意義。 本文主要介紹了招投標的發(fā)展歷程、水利工程招標的適用范圍。分析我國水利工程的特點,運用科學合理的評標辦法是解決問題的主要途徑。對吉林省現(xiàn)行的主要評標辦法合理均價法進行分析,并對此評標方法進行分析得出當前水利工程評標指標體系,詳細討論水利工程招標的具體步驟,并依據(jù)此體系建立基于AHP的合理均價綜合評價模型,通過量化分析,最后對得出的AHP的合理均價綜合評價模型在本文作者所實施過的吉林省水利工程招標案例中進行實際運用,通過合理的評標辦法應用,科學有效的選擇中標單位。
[Abstract]:With the rapid development of economy, how to obtain better resources in this market environment, how to better reflect the principle of "openness, fairness and fairness", and how to choose the best bidder through competition. But the situation of water conservancy project construction project is complicated, it is very difficult to make the contract issuer to find the satisfied successful bidder in the bidding market at present, there are all kinds of relation mark and human feeling mark. Therefore, it is of practical significance to study the method of bidding evaluation, to prevent the bidding work from being not strict and unfair, to reduce the intervention of the human factors of the judges in the bidding, and to reduce the corrupt behavior, so as to select the best bidder reasonably. This paper mainly introduces the development course of bidding and the applicable scope of water conservancy project bidding. The main way to solve the problem is to analyze the characteristics of water conservancy projects in our country and to apply scientific and reasonable bidding evaluation methods. Based on the analysis of the main bid evaluation methods in Jilin Province, the reasonable average price method is analyzed, and the current evaluation index system of water conservancy projects is obtained, and the concrete steps of bidding for water conservancy projects are discussed in detail. Based on this system, a comprehensive evaluation model of reasonable average price based on AHP is established. Through quantitative analysis, the comprehensive evaluation model of reasonable average price of AHP is applied in the bidding case of Jilin water conservancy project implemented by the author of this paper. Through the application of reasonable bid evaluation methods, scientific and effective selection of winning units.
