【摘要】：水是生命之源,生產(chǎn)之要,生態(tài)之基,和諧的人水關(guān)系是人與自然協(xié)調(diào)發(fā)展的前提和基礎(chǔ)。隨著社會(huì)經(jīng)濟(jì)的發(fā)展,水問(wèn)題日益突出,人水和諧的思想及重要性已基本為人們所接受,以“人水和諧”為核心的水生態(tài)文明亦是生態(tài)文明的重要組成部分�；谖覈�(guó)嚴(yán)峻的水資源形勢(shì),廣大學(xué)者對(duì)人水和諧進(jìn)行了廣泛而深入的研究,但對(duì)于特殊區(qū)域,特別是蓄洪區(qū)中人水和諧的討論并不多見(jiàn)。鑒于此,本文以洪湖東分塊蓄洪區(qū)為例,對(duì)其可持續(xù)發(fā)展中的人水和諧進(jìn)行研究,以期來(lái)協(xié)調(diào)蓄洪區(qū)中日益惡化的人水關(guān)系,為蓄洪區(qū)的治水思路提供科學(xué)的理論依據(jù),并通過(guò)研究實(shí)現(xiàn)洪湖東分塊蓄洪區(qū)人水和諧的方法,為區(qū)內(nèi)經(jīng)濟(jì)社會(huì)發(fā)展提供動(dòng)力,實(shí)現(xiàn)洪湖東分塊蓄洪區(qū)社會(huì)、經(jīng)濟(jì)與環(huán)境協(xié)調(diào)發(fā)展。研究?jī)?nèi)容主要分為三部分:(1)人水和諧的概念、內(nèi)涵及理論基礎(chǔ)的研究。對(duì)國(guó)內(nèi)外的研究現(xiàn)狀和發(fā)展動(dòng)態(tài)進(jìn)行概括,論述了人水和諧的研究對(duì)象,并闡述了人水和諧的基本內(nèi)涵。(2)在分析洪湖東分塊蓄洪區(qū)發(fā)展基本概況,包括自然地理、社會(huì)經(jīng)濟(jì)、生態(tài)環(huán)境、水資源概況及特征的基礎(chǔ)上,對(duì)洪湖東分塊蓄洪區(qū)內(nèi)客觀存在的三類(lèi)人水矛盾進(jìn)行分析,包括農(nóng)業(yè)水質(zhì)性缺水、洪澇災(zāi)害和人水爭(zhēng)地。(3)根據(jù)洪湖東分塊蓄洪區(qū)的三類(lèi)人水矛盾,提出實(shí)現(xiàn)洪湖東分塊蓄洪區(qū)人水和諧的對(duì)策,主要為建立湖泊生態(tài)環(huán)境保護(hù)機(jī)制,洪水保險(xiǎn)機(jī)制,產(chǎn)業(yè)扶持機(jī)制,推進(jìn)水生態(tài)文明蓄洪區(qū)的創(chuàng)建。
[Abstract]:Water is the source of life, the essential of production, the basis of ecology, and the harmonious relationship between man and water is the premise and foundation of harmonious development between man and nature. With the development of society and economy, the problem of water becomes more and more prominent. The thought and importance of harmony between man and water have been accepted by people. The ecological civilization of water with "harmony of man and water" as the core is also an important part of ecological civilization. Based on the severe situation of water resources in our country, the scholars have made extensive and in-depth research on the harmony of human and water, but there are few discussions on the harmony of human and water in special areas, especially in flood storage areas. In view of this, this paper takes the east block flood storage area of Honghu as an example to study the harmony of human and water in its sustainable development, in order to coordinate the worsening relationship between human and water in flood storage area and to provide a scientific theoretical basis for water control in flood storage area. By studying the method of realizing the harmony of human and water in the east block flood storage area of Honghu Lake, this paper provides the power for the economic and social development in the region, and realizes the harmonious development of society, economy and environment in the east block flood storage area of Honghu Lake. The research contents are divided into three parts: (1) the concept, connotation and theoretical basis of human-water harmony. This paper summarizes the present research situation and development trends at home and abroad, discusses the research object of human-water harmony, and expounds the basic connotation of human-water harmony. (2) in the analysis of the basic situation of the development of the east block flood storage area of Honghu Lake, it includes natural geography, social economy, and so on. On the basis of ecological environment, general situation and characteristics of water resources, this paper analyzes three kinds of human water contradictions in the east block flood storage area of Honghu Lake, including agricultural water quality and water shortage. (3) according to the three kinds of contradiction between human and water in the east block flood storage area of Honghu Lake, the countermeasures of realizing the harmony between people and water in the east block flood storage area of Honghu Lake are put forward, which are mainly to establish the ecological environment protection mechanism and flood insurance mechanism of the lake. Industry support mechanism to promote the establishment of water ecological civilization flood storage area.
