【摘要】：目前我國堤防道路在管理上存在缺乏橫向協(xié)調(diào)機制、規(guī)劃目標模糊、管理歸屬不明、限行措施不當、道路附屬設(shè)施不完善和出入口設(shè)置不合理等問題。解決問題的關(guān)鍵是建立協(xié)調(diào)機制、明確堤防道路的功能、制定靈活的管理措施、建立堤防道路功能分類分級體系、合理設(shè)置上堤入口。提出了融入周邊路網(wǎng)、充分發(fā)揮交通作用,轉(zhuǎn)變建設(shè)思路、優(yōu)化整合各類功能,結(jié)合當?shù)靥攸c、帶動相關(guān)產(chǎn)業(yè)發(fā)展以及樹立還岸于民、尊重自然理念的堤防道路發(fā)展設(shè)想。
[Abstract]:At present, there are some problems in the management of the embankment road in China, such as the lack of horizontal coordination mechanism, vague planning, unidentified management, improperly restricted measures, imperfect road attached facilities and unreasonable entrance and entrance. The key to solving the problem is to establish a coordination mechanism, clear the function of the embankment road, formulate flexible management measures and establish dikes. The road function classification and classification system, rationally set up the entrance of the embankment, put forward the idea of integrating the surrounding road network, making full use of the traffic function, changing the idea of construction, optimizing and integrating various functions, combining the local characteristics, driving the development of related industries and setting up the embankment Road Development with respect to the natural concept.
