泵站更新改造項(xiàng)目后評價(jià)

【摘要】:幾十年來,國家和政府一直十分注重機(jī)電排灌事業(yè)的發(fā)展,并且取得了舉世目睹的成就。據(jù)不完全統(tǒng)計(jì),全國現(xiàn)有大、中、小型排灌泵站50余萬座,裝機(jī)總功率8000多萬kW。然而,這些泵站大部分建于上世紀(jì),由于各種原因,許多泵站工程存在設(shè)計(jì)、建設(shè)標(biāo)準(zhǔn)低、老化失修嚴(yán)重、能源效率低下、抗災(zāi)能力弱、自動(dòng)化程度低等一系列問題,急需更新改造。近年來,國家陸續(xù)啟動(dòng)了一些大、中型排澇泵站的更新改造工作,并取得了良好的經(jīng)濟(jì)和社會(huì)效果。對已完成項(xiàng)目進(jìn)行總結(jié),為后續(xù)的改造工作提供指導(dǎo)是一項(xiàng)十分必要且有意義的工作。 通過對泵站更新改造項(xiàng)目后評價(jià)指標(biāo)和評價(jià)方法專題研究,建立評價(jià)指表體系和評價(jià)方法,進(jìn)而分析泵站更新改造項(xiàng)目的經(jīng)濟(jì)、社會(huì)和環(huán)境效果,可為泵站更新改造項(xiàng)目決策提供可靠的依據(jù)。此外,建立規(guī)范的泵站更新改造項(xiàng)目后評價(jià)指標(biāo)體系和方法,可使主管部門更合理、更科學(xué)的決策,提高泵站工程更新改造的整體水平。 本文在查閱國內(nèi)外關(guān)于泵站更新改造和工程項(xiàng)目后評價(jià)的基礎(chǔ)上,從項(xiàng)目前期工作、項(xiàng)目實(shí)施過程、改造效果與效益、經(jīng)濟(jì)、環(huán)境、可持續(xù)性等方面進(jìn)行評價(jià),細(xì)化各個(gè)方面,并應(yīng)用層次分析法和模糊評判法等理論,確定體系和權(quán)重,建立了一個(gè)科學(xué)、合理的評價(jià)系統(tǒng)。 論文最后,應(yīng)用C#語言建立了泵站更新改造項(xiàng)目后評價(jià)系統(tǒng),該系統(tǒng)有良好的人機(jī)界面,使評價(jià)更加方便,并通過工程實(shí)例進(jìn)行了驗(yàn)證。
[Abstract]:In the past several decades, the government and the state have paid great attention to the development of electromechanical drainage and irrigation, and have made the achievements witnessed by the whole world. According to incomplete statistics, there are more than 500,000 large, medium and small drainage and irrigation pumping stations in China, with a total power of more than 80 million kW. However, most of these pumping stations were built in the last century. For various reasons, many pumping station projects have a series of problems, such as low design, low construction standards, serious aging and disrepair, low energy efficiency, weak disaster resistance, low degree of automation, etc. It is in urgent need of renovation. In recent years, some large and medium drainage pumping stations have been renovated, and good economic and social results have been achieved. It is necessary and meaningful to summarize the completed projects and provide guidance for the subsequent reconstruction work. Through the special research on the evaluation index and evaluation method after the renewal and renovation project of pump station, the evaluation index system and evaluation method are established, and the economic, social and environmental effects of the renewal and transformation project of pump station are analyzed. It can provide reliable basis for decision making of pumping station renewal and transformation project. In addition, the establishment of a standardized evaluation index system and method for post-renovation projects of pumping stations can make the competent departments more reasonable and scientific in decision-making and improve the overall level of the renewal and transformation of pumping stations. On the basis of consulting about pump station renewal and retrofit and post-project evaluation at home and abroad, this paper evaluates from the aspects of pre-project work, project implementation process, transformation effect and benefit, economy, environment, sustainability and so on, and details all aspects. A scientific and reasonable evaluation system is established by applying the theory of AHP and fuzzy judgment to determine the system and weight. Finally, the post-evaluation system of pump station renewal and transformation project is established by using C # language. The system has a good man-machine interface, which makes the evaluation more convenient, and is verified by an engineering example.
