【摘要】：長(zhǎng)江水道的"黃金效益"首先是流域的自然生態(tài)效應(yīng),流域生態(tài)系統(tǒng)的健康程度決定著經(jīng)濟(jì)帶的"含金量"。"黃金效益"又是以水資源可持續(xù)利用為核心的流域保護(hù)與開發(fā)綜合效應(yīng),集河流生態(tài)效應(yīng)與長(zhǎng)江特有的經(jīng)濟(jì)社會(huì)效應(yīng)于一體,是人-水-地和諧共生的系統(tǒng)耦合效應(yīng)。以生態(tài)優(yōu)先、綠色發(fā)展定位長(zhǎng)江經(jīng)濟(jì)帶,將有利于更好地發(fā)揮長(zhǎng)江水道的"黃金效益"。發(fā)揮長(zhǎng)江水道的"黃金效益",應(yīng)加強(qiáng)統(tǒng)籌協(xié)調(diào),加快生態(tài)修復(fù),改變嚴(yán)重破壞河流生態(tài)健康的生產(chǎn)生活方式和制度安排。
[Abstract]:The "golden benefit" of the Yangtze River waterway is the natural ecological effect of the river basin, and the health of the basin ecosystem determines the "gold content" of the economic belt. Golden benefit "is also a comprehensive effect of watershed protection and development with the sustainable utilization of water resources as the core, which integrates the ecological effect of river and the unique economic and social effect of the Yangtze River, and is a systematic coupling effect of harmonious coexistence between man, water and land." Ecological priority, green development and orientation of the Yangtze River economic belt, will be conducive to better play the Yangtze River waterway "golden benefits." To give full play to the "golden benefit" of the Yangtze River waterway, we should strengthen the overall coordination, speed up the ecological restoration, and change the production and life style and the system arrangement which seriously destroy the ecological health of the river.
