水資源開發(fā)利用總量控制的理論、模式與路徑探索

【摘要】:"為什么要控制、控制什么、怎樣控制"是實(shí)行水資源開發(fā)利用需要解決的重要科學(xué)問(wèn)題,這些問(wèn)題的回答對(duì)于我國(guó)推進(jìn)和落實(shí)最嚴(yán)格水資源管理戰(zhàn)略具有重要的價(jià)值。本研究首先揭示了水資源開發(fā)利用總量控制的基本概念;其次,提出了水資源開發(fā)利用總量控制的三大基礎(chǔ)理論,即流域"自然-社會(huì)"二元水循環(huán)理論、分行業(yè)耗用水原理以及適應(yīng)性管理理論,分別為水資源開發(fā)利用總量控制提供宏觀邊界條件、核心驅(qū)動(dòng)力和動(dòng)態(tài)實(shí)施依據(jù);再次,提出了區(qū)域水資源開發(fā)利用總量控制"一核制約、雙向協(xié)調(diào)、三層嵌套"的基本模式;最后,繪制了不同來(lái)水頻率條件下區(qū)域水資源開發(fā)利用總量控制曲線,識(shí)別了缺水期和豐水期區(qū)域水資源開發(fā)利用總量控制的起點(diǎn)和路徑。
[Abstract]:"Why to control, control, and how to control" is an important scientific problem that needs to be solved in the development and utilization of water resources. The answers to these questions are of great value to our country's promotion and implementation of the most stringent water resources management strategy. The three basic theories of total amount control of water resources development and utilization, namely, the "natural society" two yuan water circulation theory of the basin, the principle of water consumption and the theory of adaptive management, provide the macro boundary conditions for the total amount control of water resources development and utilization, the core driving force and the dynamic state, and the development of regional water resources is put forward again. The basic model of "one nuclear restriction, two-way coordination and three layer nesting" is controlled by total amount. Finally, the total control curve of regional water resources development and utilization under different water frequency conditions is drawn, and the starting point and path of the total amount control of water resources development and utilization in the water shortage and flood season are identified.
