【摘要】：正蘇北地區(qū)四面環(huán)水,東向黃海,南面長江,西迎淮河、洪澤湖、高郵湖、駱馬湖,北接沂沭泗水,且位于江河下游,上水來量廣泛,下游去路狹小,中部地勢低洼,一旦發(fā)生洪澇災害,極易造成田禾被淹,人民生命財產(chǎn)受損。為了結束自南宋以來長達七個半世紀的淮河災害局面,中央人民政府、淮河流域豫皖蘇三省以及蘇北人民進行了艱辛的探索實踐。一、蘇北解放初期的局部治淮1949年4月蘇北全境解放后,即陸續(xù)展開了一系
