【摘要】：風(fēng)險分擔(dān)和政府付費既是公益性水利PPP項目成功的關(guān)鍵因素,也是政府和項目公司利益實現(xiàn)的重要前提。本文采用案例研究法、文獻研究法和調(diào)查問卷法相結(jié)合的方法識別了影響公益性水利PPP項目政府付費的22項關(guān)鍵風(fēng)險,確定了關(guān)鍵風(fēng)險的分擔(dān)框架,引入風(fēng)險分擔(dān)比例向量,表示關(guān)鍵風(fēng)險在政府和項目公司之間的風(fēng)險分擔(dān)比例;分析了決定政府付費的五個關(guān)鍵影響因素;以建立的政府付費基本模型為基礎(chǔ),綜合關(guān)鍵風(fēng)險影響政府付費的傳導(dǎo)路徑分析和關(guān)鍵風(fēng)險分擔(dān)對政府付費的影響機理分析,構(gòu)建了基于風(fēng)險分擔(dān)的公益性水利PPP項目政府付費優(yōu)化模型;采用實例驗證了模型的可操作性和有效性;最后提出了關(guān)于健全政府付費理論體系的建議。
[Abstract]:Risk sharing and government payment are not only the key factors to the success of public welfare water conservancy PPP project, but also the important prerequisite for the realization of the interests of the government and the project company. In this paper, the method of case study, literature research and questionnaire is used to identify 22 key risks that affect the government payment of public welfare water conservancy PPP project, and the frame of sharing key risks is determined, and the risk sharing proportion vector is introduced. Indicating the risk-sharing ratio of key risks between the Government and the project company; analysing the five key factors that determine government payments; and building on the established basic model of government payments, Based on the analysis of the transmission path of the key risk influencing the government payment and the analysis of the mechanism of the key risk sharing on the government payment, the optimization model of the public welfare water conservancy PPP project is constructed based on the risk sharing. The feasibility and validity of the model are verified by an example, and some suggestions on how to perfect the system of government payment theory are put forward.
