【摘要】：為了總結(jié)水量分配方案典型案例,為其他河流水量分配工作提供借鑒依據(jù),以引灤水量分配方案為研究對(duì)象,構(gòu)建準(zhǔn)則層4個(gè)指標(biāo)、內(nèi)涵層10個(gè)指標(biāo)和指標(biāo)層20個(gè)指標(biāo)的引灤水量分配組織實(shí)施評(píng)估指標(biāo)體系;采用ELECTRE Ⅲ法,綜合評(píng)估30多年來(lái)引灤水量分配組織實(shí)施情況,結(jié)果為"良"。綜合評(píng)估結(jié)果表明:引灤水量分配方案科學(xué)合理,組織實(shí)施過程完備嚴(yán)謹(jǐn),管理監(jiān)督機(jī)制和制度完善,實(shí)施效果顯著,方案可持續(xù)性降低。
[Abstract]:In order to sum up the typical cases of water distribution scheme and provide reference basis for other river water distribution work, taking Luan River water allocation scheme as research object, four indexes of criterion layer are constructed.
