西北水電建設(shè)咨詢(xún)公司多元化戰(zhàn)略研究

【摘要】:西北水電建設(shè)咨詢(xún)公司是一家以水利水電建設(shè)工程為主業(yè)的大型咨詢(xún)監(jiān)理單位,經(jīng)過(guò)多年發(fā)展,該公司具備了本行業(yè)最高資質(zhì)水平,并承攬了國(guó)內(nèi)外幾十項(xiàng)大型水電工程的監(jiān)理工作,已成為我國(guó)水電建設(shè)監(jiān)理行業(yè)的品牌企業(yè)。但是,隨著近些年國(guó)內(nèi)水電資源的過(guò)度開(kāi)發(fā),造成可利用資源已所剩無(wú)幾,行業(yè)內(nèi)競(jìng)爭(zhēng)空前激烈。雖然存在一些不可預(yù)見(jiàn)的經(jīng)營(yíng)風(fēng)險(xiǎn),但面對(duì)巨大的生存壓力,西北水電建設(shè)咨詢(xún)公司必須通過(guò)多元化戰(zhàn)略的實(shí)施,開(kāi)拓新市場(chǎng),以達(dá)到其由咨詢(xún)監(jiān)理單位向工程單位戰(zhàn)略轉(zhuǎn)型的目的。本文在探討相關(guān)多元化戰(zhàn)略理論研究現(xiàn)狀的基礎(chǔ)上,首先對(duì)水電建筑行業(yè)的關(guān)鍵成功因素進(jìn)行了調(diào)查分析,得出了該行業(yè)關(guān)鍵成功因素包括技術(shù)保障能力、施工過(guò)程管理能力、人力資源保障能力、QHSE管理體系完善能力、總成本控制能力五種相關(guān)因素,同時(shí)對(duì)西北水電建設(shè)咨詢(xún)公司的外部環(huán)境進(jìn)行了分析,認(rèn)為其面對(duì)行業(yè)技術(shù)環(huán)境、戰(zhàn)略聯(lián)盟模式、行業(yè)競(jìng)爭(zhēng)特征、潛在競(jìng)爭(zhēng)者進(jìn)入壁壘較高等幾項(xiàng)機(jī)遇,也面對(duì)國(guó)家政策環(huán)境、市場(chǎng)經(jīng)濟(jì)環(huán)境、自然環(huán)境、行業(yè)競(jìng)爭(zhēng)格局日趨激烈等諸多外部威脅。接著,利用調(diào)查法對(duì)該公司內(nèi)部資源的優(yōu)、劣勢(shì)進(jìn)行調(diào)查分析,得出其相對(duì)優(yōu)勢(shì)表現(xiàn)在勘察設(shè)計(jì)能力、施工過(guò)程管理能力、技術(shù)保障能力、總成本控制能力等方面;相對(duì)劣勢(shì)表現(xiàn)在營(yíng)銷(xiāo)管理能力、采購(gòu)與分包管理能力、人力資源保障能力、知識(shí)資源保障能力等方面。然后,采用SWOT矩陣方法,制定出該公司多元化戰(zhàn)略的備選方案,包括技術(shù)相關(guān)多元化、市場(chǎng)相關(guān)多元化、市場(chǎng)弱化多元化。再次,對(duì)該公司備選多元化戰(zhàn)略進(jìn)行了定性和定量的評(píng)價(jià),分析出其未來(lái)在多元化戰(zhàn)略實(shí)施時(shí)應(yīng)按照以持續(xù)進(jìn)行的重建戰(zhàn)略為基礎(chǔ)、戰(zhàn)略聯(lián)盟為契機(jī),實(shí)施技術(shù)相關(guān)多元化戰(zhàn)略。最后,為了確保該公司多元化戰(zhàn)略的順利實(shí)施,從加強(qiáng)市場(chǎng)開(kāi)拓能力、提升人力資源保障能力、完善QHSE管理體系以及提高風(fēng)險(xiǎn)抵御能力等幾個(gè)方面提出了相應(yīng)的實(shí)施建議。
[Abstract]:The Northwest Hydropower Construction Consulting Company is a large consulting and supervision unit with water conservancy and hydropower construction engineering as its main business. After years of development, the company has the highest level of qualification in the industry. The supervision work of dozens of large hydropower projects at home and abroad has become a brand enterprise in hydropower construction supervision industry of our country. However, with the over-exploitation of domestic hydropower resources in recent years, there are few available resources left, and the competition in the industry is unprecedented fierce. Although there are some unforeseen operating risks, faced with the enormous survival pressure, the Northwest Hydropower Construction Consulting Company must open up new markets through the implementation of the diversification strategy. In order to achieve its strategic transformation from consulting and supervision units to engineering units. On the basis of discussing the current situation of the research on the theory of diversification strategy, this paper first investigates and analyzes the key success factors of hydropower construction industry, and concludes that the key success factors of this industry include technical support ability, construction process management ability, etc. The ability of human resource support, including the ability of perfecting QHSE management system and the ability of total cost control, is analyzed. The external environment of Northwest Hydropower Construction Consulting Company is analyzed, and it is considered that it faces the technical environment of industry and the mode of strategic alliance. The characteristics of industry competition and the high entry barriers of potential competitors also face many external threats, such as the national policy environment, market economy environment, natural environment, industry competition pattern and so on. Then, the advantage and disadvantage of the company's internal resources are investigated and analyzed by the method of investigation, and the relative advantages are shown in the aspects of reconnaissance and design ability, construction process management ability, technical support ability, total cost control ability and so on. The relative disadvantage lies in marketing management ability, purchasing and subcontracting management ability, human resource supporting ability, knowledge resource ensuring ability and so on. Then, the SWOT matrix method is used to develop the diversification strategy of the company, including technology-related diversification, market weakening diversification. Thirdly, the qualitative and quantitative evaluation of the alternative diversification strategy of the company is carried out, and the analysis shows that the implementation of the diversification strategy in the future should be based on the sustained reconstruction strategy and take the strategic alliance as an opportunity. Implement technology related diversification strategy. Finally, in order to ensure the smooth implementation of the diversification strategy of the company, this paper puts forward some corresponding suggestions from the following aspects: strengthening the ability of market development, enhancing the ability of human resources guarantee, perfecting the QHSE management system and improving the ability of resisting risks and so on.
