【摘要】：水資源是世間萬物生存必不可缺少的重要基礎(chǔ)資源之一,是社會(huì)經(jīng)濟(jì)、流域生態(tài)與自然環(huán)境協(xié)調(diào)發(fā)展的主要影響控制因素。流域水資源可持續(xù)利用與發(fā)展是實(shí)現(xiàn)流域內(nèi)地區(qū)經(jīng)濟(jì)社會(huì)可持續(xù)發(fā)展的重要保障前提之一。瀟河流域?qū)儆邳S河流域,是汾河的第二大支流,位于太行山西麓,山西高原東部,發(fā)源于昔陽縣沾尚鄉(xiāng)馬道嶺,其間流經(jīng)晉中地區(qū)的昔陽、壽陽、和順、太谷、榆次、,太原市的小店區(qū)、清徐等七個(gè)縣區(qū),流域全長為147公里,河床的平均坡度為2.85‰,流域面積為3894平方公里。 從二十世紀(jì)八、九十年代至二十一世紀(jì)初期,盡管瀟河流域的水資源量十分有限,但是支撐了流域內(nèi)地區(qū)社會(huì)經(jīng)濟(jì)得以持續(xù)且快速的增長。黨的十八屆三中全會(huì)提出了具有重要戰(zhàn)略意義,要對(duì)水利事業(yè)進(jìn)行全面深化改革的任務(wù),指出要加快社會(huì)主義新農(nóng)村建設(shè),明確提出了流域生態(tài)文明建設(shè)的重要內(nèi)容。這樣無論從任何一個(gè)方面都對(duì)瀟河流域水資源可持續(xù)利用提出了更加嚴(yán)峻挑戰(zhàn)及更高的要求。瀟河流域?qū)儆谫Y源性嚴(yán)重缺水的區(qū)域,其水資源可持續(xù)利用的問題是一個(gè)迫在眉睫的研究課題。 本文以山西省晉中市瀟河流域?yàn)榫唧w研究對(duì)象,基于流域的理念,在充分收集各種觀測(cè)、試驗(yàn)及統(tǒng)計(jì)資料以及總結(jié)以往水資源評(píng)價(jià)成果的基礎(chǔ)上,進(jìn)一步對(duì)瀟河流域水資源總量、現(xiàn)狀可控水資源量、未來可控水資源量以及流域內(nèi)水資源的開發(fā)利用情況進(jìn)行了全面系統(tǒng)的分析和評(píng)價(jià),總結(jié)了流域內(nèi)水資源的特點(diǎn)、在開發(fā)利用中存在的問題及制約水資源可持續(xù)發(fā)展的因素等�；跒t河流域水資源的綜合分析,有針對(duì)性地提出了關(guān)于瀟河流域水資源可持續(xù)利用的有效對(duì)策及相關(guān)高效集成技術(shù)。主要獲得如下研究成果： 本文在收集、分析瀟河流域各行政區(qū)自然地理及社會(huì)經(jīng)濟(jì)狀況、水文水資源等基本資料以及現(xiàn)有水利工程的建設(shè)、供水及利用狀況的基礎(chǔ)上,借助過去評(píng)價(jià)中已有的資料,以流域?yàn)橐粋�(gè)整體分析、計(jì)算了瀟河流域水資源總量,現(xiàn)狀可控水資源總量及未來可控水資源總量。 基于瀟河流域的自然、社會(huì)、經(jīng)濟(jì)條件等,揭示了瀟河流域水資源在開發(fā)、利用、治理、配置、節(jié)約及保護(hù)過程中存在的問題：流域內(nèi)水資源總量匱乏、地表徑流年內(nèi)分配不均勻、地面水資源利用率過低而地下水資源開發(fā)利用過度、骨干水利工程嚴(yán)重老化失修、流域水生態(tài)環(huán)境狀況脆弱、水資源開發(fā)利用缺乏統(tǒng)一管理等。 以實(shí)現(xiàn)瀟河流域的水資源可持續(xù)利用為目標(biāo),依據(jù)水資源可持續(xù)利用的基本理論并參考國內(nèi)外相關(guān)的成功經(jīng)驗(yàn),因地制宜、有的放矢地提出了流域水資源可持續(xù)利用對(duì)策：全面推進(jìn)節(jié)水防污型社會(huì)的建設(shè)；實(shí)現(xiàn)治水戰(zhàn)略的轉(zhuǎn)變；實(shí)現(xiàn)真正意義上的水資源統(tǒng)一管理；實(shí)行用水的宏觀控制與定額管理；建立水市場(chǎng)支撐節(jié)水進(jìn)行水價(jià)改革；強(qiáng)化全民的節(jié)水意識(shí)；建立和完善水資源供需管理制度體系；建立水資源供需管理的高效信息化系統(tǒng)。 本文通過對(duì)瀟河流域水資源現(xiàn)狀及存在的問題的剖析,站在流域管理的角度,提出了瀟河流域水資源可持續(xù)利用的相關(guān)對(duì)策和集成技術(shù),為瀟河流域水資源及流域內(nèi)地區(qū)經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展提供了有力的理論支撐,具有重要的理論意義與實(shí)際價(jià)值。但是,由于瀟河流域管理局是流域的新生事物,其運(yùn)行管理僅處于起步階段,該項(xiàng)目的工作內(nèi)容從零做起,關(guān)于流域額水資源管理方面,還有很多更深層次的向題有待解決。
[Abstract]:Water resource is one of the important basic resources indispensable to the existence of all things in the world . It is one of the important precondition for the harmonious development of the social economy , watershed ecology and the natural environment . The sustainable utilization and development of water resources in the basin is one of the important guarantee conditions for the sustainable development of the economic and social sustainable development in the basin .

From the 1980s and 1990s to the beginning of the 21st century , although the amount of water resources in Xiaohe River Basin is very limited , it supports the sustained and rapid growth of the social economy in the basin .

Based on the comprehensive analysis of water resources in Xiaohe River Basin , the paper summarizes the characteristics of water resources in the river basin , the problems existing in the development and utilization of water resources and the factors which restrict the sustainable development of water resources .

On the basis of collecting and analyzing the natural geographical and socio - economic situation , hydrology and water resources , etc . and the construction , water supply and utilization of the existing water conservancy projects , this paper takes the basin as a whole analysis to calculate the total water resources , the total quantity of the controllable water resources and the total amount of controllable water resources in the future .

Based on the natural , social and economic conditions of Xiaohe River Basin , the problems existing in the process of exploitation , utilization , treatment , allocation , conservation and protection of water resources in Xiaohe River Basin are revealed : the total water resources in the basin are deficient , the distribution of water resources in the surface runoff is not uniform , the utilization rate of the ground water resources is too low , the utilization of groundwater resources is too low , the severe aging of the key water conservancy projects is seriously damaged , the water resources utilization rate of the river basin is fragile , the exploitation and utilization of water resources are lack of unified management , etc .

In order to realize sustainable utilization of water resources in Xiaohe river basin , the sustainable utilization countermeasures of water resources in the basin are put forward according to the basic theory of sustainable utilization of water resources and the successful experiences related to domestic and foreign countries .

realize the unified management of water resources in real sense ;
Macro - control and quota management of water use ;
establishing water market support water saving to carry out water price reform ;
Strengthening the people ' s water - saving consciousness ;
Establish and perfect the system of water supply and demand management system ;
Establish an efficient information system for water resource supply and demand management .

Based on the analysis of the present situation and existing problems of water resources in Xiaohe River Basin , this paper puts forward relevant countermeasures and integrated technologies for sustainable use of water resources in Xiaohe River Basin . It provides a powerful theoretical support for the sustainable development of water resources and the economy and society in the river basin .
