漳州港原木堆場(chǎng)工程項(xiàng)目風(fēng)險(xiǎn)管理研究

【摘要】:以經(jīng)濟(jì)發(fā)展為目標(biāo)的大時(shí)代背景下,港口經(jīng)濟(jì)的關(guān)注度在其中占據(jù)越來越大的比重,因此港口的建設(shè)無疑是重中之重,而港口工程項(xiàng)目因?yàn)槠涫┕きh(huán)境相對(duì)比較復(fù)雜、面臨的風(fēng)險(xiǎn)因素眾多等特點(diǎn),使得在工程建設(shè)過程中要比一般的建設(shè)項(xiàng)目存在更多的風(fēng)險(xiǎn)威脅;谏鲜霰尘跋,本文的研究目的在于綜合運(yùn)用項(xiàng)目風(fēng)險(xiǎn)管理和港口工程風(fēng)險(xiǎn)管理的相關(guān)系統(tǒng)理論和分析工具,結(jié)合漳州港原木堆場(chǎng)工程項(xiàng)目的實(shí)際情況,通過多種方法多種角度對(duì)存在的風(fēng)險(xiǎn)進(jìn)行識(shí)別、評(píng)估、應(yīng)對(duì)等風(fēng)險(xiǎn)管理,最終得出針對(duì)案例項(xiàng)目的風(fēng)險(xiǎn)管理研究的一個(gè)可行性結(jié)論,制定出合理有效的風(fēng)險(xiǎn)控制方案,希望對(duì)項(xiàng)日實(shí)際建設(shè)過程中的風(fēng)險(xiǎn)控制有所幫助,也希望對(duì)類似工程項(xiàng)目的風(fēng)險(xiǎn)管理提供一定的借鑒作用。本文在充分調(diào)查和研究的基礎(chǔ)上,對(duì)漳州港原木堆場(chǎng)工程項(xiàng)目的風(fēng)險(xiǎn)識(shí)別、風(fēng)險(xiǎn)評(píng)估、風(fēng)險(xiǎn)應(yīng)對(duì)及風(fēng)險(xiǎn)監(jiān)控進(jìn)行了深入分析。結(jié)合使用德爾菲法、檢查表法和頭腦風(fēng)暴法,識(shí)別出項(xiàng)目建設(shè)全過程中可能出現(xiàn)的風(fēng)險(xiǎn)有:工程環(huán)境風(fēng)險(xiǎn)、經(jīng)濟(jì)風(fēng)險(xiǎn)、管理風(fēng)險(xiǎn)、技術(shù)風(fēng)險(xiǎn)、工期風(fēng)險(xiǎn)和安全風(fēng)險(xiǎn)六大類。采取主觀評(píng)分法,綜合考慮風(fēng)險(xiǎn)發(fā)生的概率、后果嚴(yán)重程度和可控程度,總結(jié)出各類風(fēng)險(xiǎn)的等級(jí),安全風(fēng)險(xiǎn)和工程環(huán)境風(fēng)險(xiǎn)等級(jí)最高,技術(shù)風(fēng)險(xiǎn)和工期風(fēng)險(xiǎn)次之,經(jīng)濟(jì)風(fēng)險(xiǎn)和管理風(fēng)險(xiǎn)最低。在此基礎(chǔ)上,利用項(xiàng)目現(xiàn)有資源,針對(duì)不同風(fēng)險(xiǎn)提出合理的應(yīng)對(duì)策略,主要有風(fēng)險(xiǎn)回避、風(fēng)險(xiǎn)預(yù)防、風(fēng)險(xiǎn)減輕、風(fēng)險(xiǎn)轉(zhuǎn)移和風(fēng)險(xiǎn)自留,組合運(yùn)用這些應(yīng)對(duì)策略來控制風(fēng)險(xiǎn),并且建立起完善的項(xiàng)目風(fēng)險(xiǎn)管理制度,成立專業(yè)的項(xiàng)目風(fēng)險(xiǎn)管理組織機(jī)構(gòu),并采取審核檢查法對(duì)項(xiàng)目風(fēng)險(xiǎn)應(yīng)對(duì)策略實(shí)施監(jiān)控,運(yùn)用定期項(xiàng)目評(píng)估法對(duì)項(xiàng)目風(fēng)險(xiǎn)實(shí)施監(jiān)控,嚴(yán)密監(jiān)督風(fēng)險(xiǎn)應(yīng)對(duì)效果以及項(xiàng)目全生命周期的風(fēng)險(xiǎn)變化,保持風(fēng)險(xiǎn)的動(dòng)態(tài)性管理。風(fēng)險(xiǎn)管理系統(tǒng)不是單一的指哪個(gè)過程,而是以識(shí)別、評(píng)估、應(yīng)對(duì)和監(jiān)控這幾個(gè)階段共同組成的一個(gè)閉環(huán)系統(tǒng),對(duì)風(fēng)險(xiǎn)因素形成遞進(jìn)循環(huán)式的管理模式,并且運(yùn)用合理的方法對(duì)每個(gè)過程都做出科學(xué)客觀的研究分析,才能真正發(fā)揮風(fēng)險(xiǎn)管理在項(xiàng)目建設(shè)中的作用。
[Abstract]:Under the background of economic development, the attention of port economy occupies more and more proportion, so port construction is undoubtedly the most important, and port engineering project is relatively complex because of its construction environment. Because of the numerous risk factors, there are more risk threats in the process of engineering construction than in general construction projects. Based on the above background, the purpose of this paper is to comprehensively apply the system theory and analysis tools of project risk management and port engineering risk management, combined with the actual situation of Zhangzhou Port log yard project. Through a variety of methods and multiple angles to identify, evaluate, deal with and other risk management, finally draw a case study on risk management of a feasible conclusion, formulate a reasonable and effective risk control scheme, It is hoped that it will be helpful to the risk control in the process of practical construction, and it will also provide some reference for the risk management of similar projects. On the basis of full investigation and research, the risk identification, risk assessment, risk response and risk monitoring of Zhangzhou Port log yard project are analyzed in this paper. Combined with Delphi method, check table method and brainstorming method, the possible risks in the whole process of project construction are identified as follows: engineering environmental risk, economic risk, management risk, technical risk, duration risk and safety risk. By adopting subjective scoring method, considering the probability of risk occurrence, the degree of consequence severity and controllable degree, it is concluded that the grade of all kinds of risks is the highest, that of safety risk and engineering environment risk is the highest, and that of technical risk and construction period risk is the second. Economic risk and management risk are the lowest. On this basis, using the existing resources of the project, the paper puts forward some reasonable coping strategies for different risks, such as risk avoidance, risk prevention, risk mitigation, risk transfer and risk retention. And set up the perfect project risk management system, set up the professional project risk management organization, and adopt the audit and check method to monitor the project risk response strategy, and use the periodic project evaluation method to monitor the project risk. Closely monitor the effect of risk response and risk change in the whole project life cycle to maintain the dynamic management of risk. The risk management system is not a single process, but a closed-loop system composed of identifying, evaluating, responding to and monitoring these stages, which forms a progressive and cyclic management model for risk factors. And use reasonable method to make scientific and objective research and analysis to each process, can really play the role of risk management in the project construction.
