城市水利建設(shè)資金投資效益分析

【摘要】:我國(guó)北方地區(qū)的城市水利問(wèn)題突出,其發(fā)展趨勢(shì)也十分令人擔(dān)憂(缺水、污染)。城市水利事故的頻繁發(fā)生,給國(guó)家、社會(huì)和人民造成了巨大的經(jīng)濟(jì)損失。城市水利投資及相關(guān)水環(huán)境保護(hù)效益費(fèi)用分析,是選定經(jīng)濟(jì)合理城市水利整治方案的基礎(chǔ)。國(guó)內(nèi)外已經(jīng)開(kāi)展了一些關(guān)于城市水利投資和水環(huán)境保護(hù)效益分析的研究工作,但方法還不成熟,已有的一些計(jì)算模型和方法大多是經(jīng)驗(yàn)性的,帶有不同程度的局限性。因此對(duì)城市水利投資進(jìn)行分析并對(duì)城市水利投資所帶來(lái)的效益進(jìn)行分析具有重要的理論意義和實(shí)際應(yīng)用價(jià)值。 本論文在對(duì)已有城市水利和社會(huì)經(jīng)濟(jì)關(guān)系研究的基礎(chǔ)上,緊密結(jié)合生產(chǎn)實(shí)際,廣泛調(diào)研,吸收已有的相關(guān)研究成果,對(duì)城市水利投資的相關(guān)概念和水環(huán)境保護(hù)效益費(fèi)用分析進(jìn)行了較為深入的研究。論文主要取得了以下幾個(gè)方面的研究成果: 1.針對(duì)我國(guó)當(dāng)前經(jīng)濟(jì)發(fā)展形勢(shì),對(duì)城市水利建設(shè)與社會(huì)經(jīng)濟(jì)發(fā)展之間的關(guān)系展開(kāi)深入分析,最終明確了城市水環(huán)境建設(shè)與社會(huì)經(jīng)濟(jì)之間是互相影響,互相制約,互相促進(jìn)的互動(dòng)關(guān)系,對(duì)城市水利建設(shè)投資分析要與社會(huì)經(jīng)濟(jì)發(fā)展程度與狀況相互結(jié)合起來(lái)進(jìn)行。 2.針對(duì)城市水利建設(shè)行業(yè)性特點(diǎn),結(jié)合傳統(tǒng)投資理論,研究了關(guān)于城市水利投資的執(zhí)行步驟與評(píng)價(jià)理論,對(duì)今后城市化水利建設(shè)投資提供了理論基礎(chǔ)并指明了方向。 3.探討了城市水環(huán)境保護(hù)效益費(fèi)用分析原理、步驟、評(píng)價(jià)指標(biāo)及方法,分析了城市水環(huán)境的保護(hù)效益及費(fèi)用內(nèi)涵,并且在這基礎(chǔ)上著重研究水環(huán)境的保護(hù)效益評(píng)價(jià)方法,主要包括直接市場(chǎng)法、費(fèi)用評(píng)價(jià)法、調(diào)查評(píng)價(jià)法及替代市場(chǎng)法四大類(lèi)巧種方法。 4.通過(guò)東營(yíng)市已有的城市水利及環(huán)境保護(hù)工程為例,對(duì)該些工程的投資效益認(rèn)真做了定性分析,并由本論文研究的效益評(píng)價(jià)方法,利用影子工程法、減少損失法和增加收益法等對(duì)近兩年城市水利投資效益進(jìn)行了定量估算。 5.對(duì)全文進(jìn)行扼要總結(jié),并指出今后需要進(jìn)一步研究的工作。
[Abstract]:The urban water conservancy problem in northern China is prominent, and its development trend is also very worrying (water shortage, pollution and so on. The frequent occurrence of urban water conservancy accidents has caused huge economic losses to the country, society and people. The analysis of urban water conservancy investment and related water environmental protection benefit is the basis of selecting economic and reasonable urban water conservancy regulation scheme. Some researches on urban water conservancy investment and water environmental protection benefit analysis have been carried out at home and abroad, but the methods are not yet mature, some existing calculation models and methods are mostly empirical, with varying degrees of limitations. Therefore, it is of great theoretical significance and practical application value to analyze the urban water conservancy investment and to analyze the benefits brought by the urban water conservancy investment. On the basis of the existing research on the relationship between urban water conservancy and social economy, this paper closely combined with the production practice, extensive investigation and absorption of existing related research results. The related concepts of urban water conservancy investment and the cost analysis of water environmental protection benefit are studied deeply. The thesis has made the following research achievements: 1. In view of the current situation of economic development in China, the relationship between urban water conservancy construction and social and economic development is analyzed in depth. Finally, it is clear that the relationship between urban water environment construction and social economy is mutual influence and restriction. The analysis of investment in urban water conservancy construction should be combined with the degree and condition of social and economic development. 2. According to the characteristics of urban water conservancy construction industry and combined with the traditional investment theory, this paper studies the implementation steps and evaluation theory of urban water conservancy investment, which provides the theoretical basis and points out the direction for the urbanization water conservancy construction investment in the future. 3. This paper discusses the analysis principle, steps, evaluation index and method of urban water environment protection benefit, analyzes the meaning of urban water environment protection benefit and expense, and on this basis studies emphatically the evaluation method of water environment protection benefit. It mainly includes four kinds of methods: direct market method, cost evaluation method, investigation evaluation method and alternative market method. 4. Taking the existing urban water conservancy and environmental protection projects in Dongying as an example, the qualitative analysis of the investment benefits of these projects is made, and the shadow engineering method is used to evaluate the benefits studied in this paper. The methods of reducing loss and increasing income are used to estimate the investment benefit of urban water conservancy in the last two years. 5. The paper summarizes the whole paper and points out the work that needs further research in the future.
