PPP模式下準(zhǔn)經(jīng)營性水利工程收益分配研究

【摘要】:準(zhǔn)經(jīng)營性水利工程建設(shè)投資較大,政府和社會資本合作(PPP)模式能夠有效緩解政府財政壓力。PPP模式在準(zhǔn)經(jīng)營性水利工程應(yīng)用過程中,政府部門和社會資本方的合作關(guān)系以及運作模式,特別是各利益主體之間的利益分配問題,是PPP模式成功實施的前提條件和關(guān)鍵因素。基于合作博弈理論,結(jié)合準(zhǔn)經(jīng)營性水利工程特點,以政府、社會資本方、特許經(jīng)營單位3個核心利益相關(guān)者為分配對象,構(gòu)建出PPP模式下準(zhǔn)經(jīng)營性水利工程動態(tài)利益分配模型。經(jīng)實例驗證,運用該模型得到的PPP模式下準(zhǔn)經(jīng)營性水利工程的收益分配結(jié)果更加合理,能充分調(diào)動利益相關(guān)方的積極性。
[Abstract]:The quasi-operational water conservancy project construction investment is large, the government and the social capital cooperation PPPmode can effectively alleviate the government financial pressure. PPP model in the quasi-operational water conservancy project application process, The cooperative relationship between government departments and social capital parties and the operation mode, especially the distribution of interests among various stakeholders, are the preconditions and key factors for the successful implementation of the PPP model. Based on the cooperative game theory and combined with the characteristics of quasi-operational water conservancy projects, the dynamic benefit distribution model of quasi-operational water conservancy projects under PPP mode is constructed by taking the three key stakeholders of government, social capital and franchising units as the distribution objects. It is proved by an example that the income distribution results of quasi-operational water conservancy projects under the PPP model are more reasonable and can fully mobilize the enthusiasm of stakeholders.
