【摘要】：介紹了美國、德國、新西蘭等國家城市雨洪管理研究進展、雨洪管理相關(guān)法律保障體系及工程建設(shè)成效,分析了我國海綿城市建設(shè)背景、現(xiàn)狀及建議成果。經(jīng)過對國內(nèi)外海綿城市建設(shè)成效的對比分析,對我國海綿城市建設(shè)提出了如下意見和建議,即海綿城市建設(shè)在核心技術(shù)方面需結(jié)合城市特點汲取西方發(fā)達國家的先進技術(shù)和管理體系;應(yīng)制定相關(guān)法律法規(guī)、技術(shù)規(guī)程,建立制度保障體系和技術(shù)體系;加強部門之間的聯(lián)動作用,落實海綿城市建設(shè)的目標責任制以及加強對城市水科學方面的研究,加強科技創(chuàng)新,以為海綿城市建設(shè)提供科技支撐和技術(shù)保障。
[Abstract]:This paper introduces the research progress of rain-flood management in cities of USA, Germany and New Zealand, the related legal guarantee system of rain-flood management and the effect of engineering construction, and analyzes the background, present situation and suggested results of the construction of spongy cities in China. Based on the comparative analysis of the construction results of sponge cities at home and abroad, this paper puts forward the following opinions and suggestions for the construction of sponge cities in China. That is to say, sponge city construction should draw on the advanced technology and management system of the western developed countries according to the characteristics of the city, establish the relevant laws and regulations, technical regulations, establish the system guarantee system and technical system. Strengthening the interaction between departments, implementing the target responsibility system of sponge city construction, strengthening the research on urban water science, strengthening scientific and technological innovation, providing scientific and technological support and technical guarantee for sponge city construction.
