【摘要】：綠色發(fā)展是當(dāng)今時代的主題,在對傳統(tǒng)水資源效率研究的基礎(chǔ)上,論文界定了水資源綠色效率的概念與內(nèi)涵。基于數(shù)據(jù)包絡(luò)技術(shù),進行水資源綠色效率測度,將其與傳統(tǒng)的水資源經(jīng)濟效率、環(huán)境效率測度結(jié)果進行比較分析,并運用ESDA方法進行空間格局研究。研究結(jié)果發(fā)現(xiàn):社會維度效應(yīng)對水資源整體利用效率改進有積極作用;3種水資源利用效率均呈現(xiàn)出下降的趨勢,并且存在不同程度的波動,水資源環(huán)境效率波動最大,水資源綠色效率次之,水資源經(jīng)濟效率穩(wěn)定性最好;水資源綠色效率與經(jīng)濟發(fā)展水平?jīng)]有密切的關(guān)系,經(jīng)濟發(fā)達地區(qū)的水資源綠色效率高,但是經(jīng)濟欠發(fā)達地區(qū)的水資源綠色效率也高,水資源經(jīng)濟效率和水資源環(huán)境效率高值地區(qū)多數(shù)分布在東部沿海地區(qū);水資源綠色效率的空間相關(guān)性不明顯,并且集聚程度逐漸減弱;2000—2014年水資源綠色效率在研究區(qū)內(nèi)部存在著明顯的地區(qū)差異,并且這種差異逐漸擴大;不考慮社會維度效應(yīng)的水資源利用效率對水資源真實利用情況產(chǎn)生偏差估計,誤導(dǎo)政策制定。
[Abstract]:Green development is the theme of the present era. Based on the study of traditional water resources efficiency, this paper defines the concept and connotation of water resources green efficiency.Based on the data envelopment technology, the green efficiency of water resources is measured and compared with the results of traditional water resources economic efficiency and environmental efficiency, and the spatial pattern is studied by using ESDA method.The results show that the social dimension effect has a positive effect on the improvement of the overall utilization efficiency of water resources. The three kinds of water resources use efficiency all show a downward trend, and there are fluctuations of different degrees, and the environmental efficiency of water resources fluctuates the most.The green efficiency of water resources is the second, the stability of economic efficiency of water resources is the best, the green efficiency of water resources is not closely related to the level of economic development, and the green efficiency of water resources in economically developed areas is high.However, the green efficiency of water resources in underdeveloped areas is also high, and most of the areas with high value of economic efficiency of water resources and environmental efficiency of water resources are distributed in the eastern coastal areas, and the spatial correlation of green efficiency of water resources is not obvious.And the degree of agglomeration gradually weakened. There were obvious regional differences in the green efficiency of water resources in the study area from 2000 to 2014, and this difference gradually expanded.The water resources utilization efficiency without considering the social dimension effect produces the deviation estimate to the water resources actual utilization situation, misleads the policy formulation.
