【摘要】：大清河是海河的支流,途徑流域大部分位于保定地區(qū)。歷史上,大清河流域洪澇災(zāi)害頻繁,地理環(huán)境的特殊性、治河手段的落后、政治環(huán)境的不穩(wěn)定、管理機(jī)構(gòu)的缺失是水災(zāi)發(fā)生的最主要原因。新中國(guó)建立后,我國(guó)政府對(duì)大清河進(jìn)行了力度空前的治理,水患得到根治,但是也衍生出了生態(tài)環(huán)境惡化等新問(wèn)題。本文梳理了大清河治理過(guò)程中的巨大成就,也闡述了其不足之處,以期對(duì)以后的水利建設(shè)提供借鑒。大清河的治理是中國(guó)現(xiàn)代水利發(fā)展史的縮影,反映了人與自然環(huán)境對(duì)立統(tǒng)一的辯證關(guān)系。群眾的環(huán)境觀念經(jīng)歷了恐懼自然、征服自然、人與自然和諧相處這一過(guò)程。一方面,隨著人類發(fā)展與技術(shù)進(jìn)步,人類改造自然環(huán)境的能力空前提高;另一方面,人類對(duì)自然的過(guò)度開(kāi)發(fā)也引發(fā)一系列社會(huì)環(huán)境問(wèn)題。因此,人類在自身發(fā)展進(jìn)程中如何處理與自然的關(guān)系值得深思。
[Abstract]:The Daqing River is a tributary of the Haihe River, most of which are located in Baoding area.In history, frequent flood disasters, particularity of geographical environment, backwardness of river control methods, instability of political environment and lack of management organization are the main causes of flood in Daqing River Basin.After the establishment of New China, our government has made unprecedented efforts to control the Daqing River, and the flood has been eradicated, but new problems such as the deterioration of the ecological environment have also arisen.This paper combs the great achievements in the process of harnessing the Daqing River, and expounds its inadequacies in order to provide reference for the construction of water conservancy in the future.The governance of Daqing River is a microcosm of the development of modern water conservancy in China and reflects the dialectical relationship between man and natural environment.The environmental concept of the masses has experienced the process of fear of nature, conquest of nature and harmony between man and nature.On the one hand, with the development of human beings and technological progress, the ability of human beings to transform the natural environment has been improved unprecedentedly; on the other hand, the over-exploitation of nature has also caused a series of social and environmental problems.Therefore, how to deal with the relationship with nature in the process of human development is worth pondering.
