【摘要】:為了緩解我國(guó)水資源的供需矛盾,改善地區(qū)間水資源分配的不均衡,跨地區(qū)調(diào)水成為客觀需求。從建國(guó)以來(lái),我國(guó)先后興建并運(yùn)行了幾十項(xiàng)大型跨流域、跨地區(qū)調(diào)水工程,逐步形成“四橫三縱、四片貫通、南北調(diào)配、東西互濟(jì)”的調(diào)水布局。隨著跨地區(qū)調(diào)水工程的增多,同一受水區(qū)可能出現(xiàn)兩個(gè)甚至多個(gè)調(diào)水工程同時(shí)供水的局面,構(gòu)成一個(gè)多水源的水市場(chǎng)。建立和實(shí)施良好的運(yùn)行機(jī)制是跨地區(qū)多水源管理工作的重點(diǎn),其中,定價(jià)問(wèn)題更是關(guān)系到多水源調(diào)水系統(tǒng)運(yùn)營(yíng)的核·心問(wèn)題。本文采用文獻(xiàn)研究、實(shí)地調(diào)研、博弈分析、數(shù)理模型和案例分析等研究方法,對(duì)跨地區(qū)多水源調(diào)水定價(jià)問(wèn)題進(jìn)行了深入的探討:首先,本文對(duì)相關(guān)文獻(xiàn)和經(jīng)濟(jì)理論進(jìn)行研究,通過(guò)對(duì)現(xiàn)有文獻(xiàn)的收集、整理和綜述,找到研究的空白點(diǎn),確定研究的方向。通過(guò)梳理跨地區(qū)多水源調(diào)水定價(jià)的相關(guān)理論,尋求跨地區(qū)多水源調(diào)水定價(jià)的理論依據(jù);其次,分析了跨地區(qū)多水源調(diào)水系統(tǒng)的構(gòu)成和特點(diǎn),對(duì)相關(guān)利益主體之間的關(guān)系進(jìn)行博弈研究,梳理各定價(jià)主體之間的關(guān)系,弄清各定價(jià)主體之間如何相互影響、相互制約、相互依賴,探尋定價(jià)問(wèn)題的實(shí)質(zhì),理清定價(jià)問(wèn)題的脈絡(luò)結(jié)構(gòu),總結(jié)出影響跨地區(qū)多水源調(diào)水定價(jià)的四個(gè)因素;再次,根據(jù)影響定價(jià)的相關(guān)因素,從供需角度出發(fā),基于受水區(qū)和調(diào)水企業(yè)收益最大化原則,構(gòu)建了跨地區(qū)多水源調(diào)水定價(jià)模型,分別分析了調(diào)水企業(yè)在分散決策和集中決策條件下不同的調(diào)水價(jià)格和收益情況,結(jié)合跨地區(qū)調(diào)水的實(shí)踐情況對(duì)模型結(jié)果進(jìn)行分析,利用matlab軟件繪圖,對(duì)模型中變量之間的關(guān)系進(jìn)行研究。為了驗(yàn)證模型的有效性,本文基于天津市受水區(qū)對(duì)南水北調(diào)工程和引灤入津工程的水價(jià)進(jìn)行了測(cè)算,并將測(cè)算出的水價(jià)與實(shí)際情況進(jìn)行了對(duì)比分析;最后,提出了跨地區(qū)多水源調(diào)水合理定價(jià)的對(duì)策和建議:推行準(zhǔn)市場(chǎng)定價(jià)模式、加強(qiáng)對(duì)定價(jià)過(guò)程的監(jiān)督和管理、完善水權(quán)交易體系、健全水資源定價(jià)的法律法規(guī),保證跨地區(qū)多水源調(diào)水定價(jià)在實(shí)踐層面得以順利進(jìn)行。本文的研究特點(diǎn)在于:首先,本文的選題來(lái)自實(shí)踐調(diào)研和文獻(xiàn)研究?绲貐^(qū)多水源調(diào)水定價(jià)問(wèn)題是實(shí)踐中有待解決的一個(gè)重要問(wèn)題,具有實(shí)踐意義。從目前研究成果看,跨地區(qū)多水源調(diào)水定價(jià)問(wèn)題幾乎是研究的空白點(diǎn),具有理論意義;其次,本文注重對(duì)定價(jià)機(jī)制的研究,運(yùn)用博弈理論對(duì)調(diào)水系統(tǒng)中各利益主體之間的關(guān)系進(jìn)行了全面、系統(tǒng)的分析,弄清各個(gè)利益主體在定價(jià)過(guò)程中如何相互影響、相互制約,找出影響定價(jià)的因素,為跨地區(qū)多水源調(diào)水定價(jià)模型的建立奠定基礎(chǔ);再次,本文的定價(jià)方法避免了傳統(tǒng)的成本加成定價(jià)法的缺陷,構(gòu)建了基于受水區(qū)和調(diào)水企業(yè)收益最大化的定價(jià)模型,充分體現(xiàn)了水資源的商品屬性,更準(zhǔn)確地揭示了水資源的經(jīng)濟(jì)價(jià)值,更加適應(yīng)我國(guó)水資源價(jià)格體制改革的要求;最后,本文從多水源供水角度,對(duì)天津市為受水區(qū)的引灤入津工程和南水北調(diào)工程的水價(jià)進(jìn)行測(cè)算,為引灤入津工程水價(jià)和南水北調(diào)工程水價(jià)的研究開辟了新的思路。
[Abstract]:In order to alleviate the contradiction between the supply and demand of water resources in our country and to improve the imbalance of water resources distribution among regions , we have constructed and operated dozens of large - scale cross - basin and trans - regional water diversion projects .
Secondly , the structure and characteristics of multi - source water - regulating system in cross - area are analyzed , the relationship between the relevant stakeholders is analyzed , the relationship between the pricing entities is analyzed , the relationship between the pricing entities is clarified , the relationship between the pricing entities is clarified , the essence of the pricing problem and the mechanism of pricing are clarified , and the four factors that affect the pricing of multi - source water diversion in the region are summarized .
Thirdly , on the basis of the relevant factors influencing the pricing , based on the principle of maximum benefit maximization of the water - receiving area and the water - regulating enterprise , the pricing model of multi - source water diversion in cross - area is constructed , and the relationship between the variables in the model is analyzed by using matlab software drawing . In order to validate the validity of the model , this paper calculates the water price of the project of the North Water Transfer Project and Luanananjin Project based on Tianjin , and compares the calculated water price with the actual situation .
Finally , the countermeasures and suggestions of reasonable pricing of multi - source water diversion in cross - area are put forward : the quasi - market pricing model is introduced , the supervision and management of the pricing process is strengthened , the water rights trading system is improved , the laws and regulations on water resources pricing are improved , and the multi - source water diversion pricing in the region is ensured to be carried out smoothly at the practical level .
Secondly , this paper focuses on the research on pricing mechanism , uses the game theory to make a comprehensive and systematic analysis of the relationship between the various stakeholders in the water - regulating system , and finds out how to influence each other in the process of pricing and to find out the factors that influence pricing , thus laying the foundation for the establishment of multi - source water - diversion pricing model across regions ;
Thirdly , the pricing method of this paper avoids the defects of traditional cost addition pricing method , constructs a pricing model based on the maximization of revenue from the water - receiving area and the water - regulating enterprise , fully reflects the commodity attribute of water resources , more accurately reveals the economic value of water resources , and is more suitable for the requirements of the system reform of water resources price system in China ;
In the end , from the angle of multi - source water supply , this paper calculates the water price of the Luanuan River Diversion Project and the South - to - North Water Diversion Project , which is the water - receiving area of Tianjin , and opens up a new way for the study of the water price and the water price of the South - to - North Water Diversion Project .
