【摘要】：城市公用事業(yè)是國(guó)民經(jīng)濟(jì)賴(lài)以運(yùn)行的基礎(chǔ)，而城市供水作為城市5大公用事業(yè)系統(tǒng)之一，在城市和經(jīng)濟(jì)發(fā)展中扮演著不可取代的角色。特別是在進(jìn)入21世紀(jì)以后，隨著我國(guó)加入世貿(mào)組織，我國(guó)的城市現(xiàn)代化水平進(jìn)一步提高，國(guó)民經(jīng)濟(jì)也伴隨著國(guó)際化程度的不斷提高而得到迅速發(fā)展，但與此同時(shí)，城市供水安全問(wèn)題也日益突出，因此，加強(qiáng)城市供水安全保障成為我們的當(dāng)務(wù)之急。 溫州作為一個(gè)經(jīng)濟(jì)發(fā)展迅速的城市，其城市供水自建國(guó)以來(lái)取得了長(zhǎng)足的發(fā)展，但同時(shí)依然還存在較多的問(wèn)題。本文研究的目的就是對(duì)溫州城市供水問(wèn)題作進(jìn)一步的研究探討，分析其原因，并提出相應(yīng)的對(duì)策和建議。 本文分析總結(jié)了國(guó)內(nèi)外學(xué)者在供水安全領(lǐng)域的研究，并對(duì)城市供水作為準(zhǔn)公共產(chǎn)品以及其相關(guān)理論進(jìn)行分析，，同時(shí)引入?yún)^(qū)域供水理論和給水處理理論以及公共危機(jī)管理理論，為分析溫州市城市供水安全問(wèn)題和提出解決對(duì)策提供理論依據(jù)。 本文首先圍繞溫州城市供水能力和需求、供水水源、供水環(huán)境等現(xiàn)狀進(jìn)行分析，利用調(diào)查統(tǒng)計(jì)和查閱文獻(xiàn)綜述的方法，從溫州供水能力的短缺與需求量的增長(zhǎng)以及可持續(xù)利用的主要飲用水源這兩方面闡述了溫州市城市供水現(xiàn)狀，并從水資源短缺已經(jīng)約束經(jīng)濟(jì)發(fā)展、水污染問(wèn)題嚴(yán)重影響社會(huì)穩(wěn)定、水庫(kù)水源缺乏統(tǒng)一安全管理和供水突發(fā)事件凸顯危機(jī)管理缺陷等四方面分析找出了溫州城市供水安全存在的水源短缺、水環(huán)境污染、供水管理缺陷、公共危機(jī)管理缺陷等系列問(wèn)題和困境，論述了溫州在城市供水安全保障方面的問(wèn)題。其次，分別從資源性缺水、水質(zhì)性缺水、工程性缺水等三個(gè)方向分析溫州供水水量問(wèn)題的具體原因，從水源地管理、供水管網(wǎng)、污水處理能力、監(jiān)測(cè)手段等四個(gè)因素分析溫州供水水質(zhì)問(wèn)題的具體原因，從管理機(jī)構(gòu)、危機(jī)意識(shí)、應(yīng)急處置等三個(gè)角度分析溫州供水保障問(wèn)題的具體原因，并以此為依據(jù)著重分析了造成溫州城市供水安全問(wèn)題的本質(zhì)原因。最后，針對(duì)保障城市供水水質(zhì)安全、進(jìn)一步加強(qiáng)水環(huán)境保護(hù)、強(qiáng)化水庫(kù)水源管理、提升突發(fā)事件危機(jī)管理水平等問(wèn)題，結(jié)合溫州市情提出提高溫州市供水安全保障能力的相應(yīng)對(duì)策。
[Abstract]:Urban public utilities are the basis of national economy. As one of the five public utilities systems, urban water supply plays an irreplaceable role in the development of city and economy, especially after entering the 21st century. With China's accession to the WTO, the level of urban modernization in China has been further improved, and the national economy has also developed rapidly with the continuous improvement of the degree of internationalization. But at the same time, the security of urban water supply has become increasingly prominent, so, Strengthening the safety of urban water supply has become our top priority. As a city with rapid economic development, Wenzhou has made considerable progress in its urban water supply since the founding of the people's Republic of China. But at the same time there are still many problems. The purpose of this paper is to make a further study on the urban water supply in Wenzhou, analyze its causes, and put forward the corresponding countermeasures and suggestions. This paper analyzes and summarizes the research of domestic and foreign scholars in the field of water supply security, and analyzes the urban water supply as a quasi-public product and its related theories. At the same time, it introduces the theory of regional water supply, the theory of water supply treatment and the theory of public crisis management. This paper provides a theoretical basis for analyzing the safety of urban water supply in Wenzhou City and putting forward some countermeasures. This paper firstly analyzes the current situation of Wenzhou city water supply capacity and demand, water supply source, water supply environment and so on, and makes use of the methods of investigation, statistics and literature review. This paper expounds the present situation of water supply in Wenzhou from the two aspects of the shortage of water supply capacity in Wenzhou and the growth of demand and the main drinking water sources for sustainable use, and the economic development has been constrained by the shortage of water resources. The water pollution problem seriously affects the social stability, the lack of unified safety management of reservoir water source and the shortage of water supply emergency highlight the crisis management defect. The water shortage and water environment pollution in Wenzhou city water supply safety are found out. The problems and difficulties of water supply management defects and public crisis management defects are discussed in this paper. Secondly, from the aspects of water shortage, water quality and water shortage, the problems of water supply safety and security in Wenzhou are discussed. The concrete causes of Wenzhou water supply quantity problem are analyzed in three directions of engineering water shortage. The concrete causes of Wenzhou water supply water quality problem are analyzed from four factors, namely, water source management, water supply network, sewage treatment capacity and monitoring means. This paper analyzes the concrete causes of Wenzhou water supply security problem from three angles of crisis consciousness and emergency disposal, and analyzes the essential causes of Wenzhou city water supply security problem based on this analysis. Finally, aiming at ensuring the city water supply quality safety, This paper further strengthens the protection of water environment, strengthens the management of reservoir water source and raises the level of emergency crisis management, and puts forward the corresponding countermeasures to improve the safety and security of water supply in Wenzhou City in combination with the situation in Wenzhou City.
