【摘要】：河南水利投資集團(tuán)在襄城縣投資建設(shè)了襄城縣南水北調(diào)水廠,本文結(jié)合工程投資的實際情況,進(jìn)行了四個方面的研究,第一個方面是針對項目的設(shè)計,研究了針對南水北調(diào)水源到襄城縣之后的水源進(jìn)行凈化的工藝,新增了對地表水藻類爆發(fā)期的針對性措施,對于可能會發(fā)生的突發(fā)性污染事件預(yù)留了深度處理預(yù)留地;第二方面是對投資進(jìn)行了估算,針對估算的結(jié)果,對投資的可行性進(jìn)行了經(jīng)濟(jì)分析、敏感性分析和生產(chǎn)能力利用率的測算,結(jié)果證明項目投資是可行的。第三個方面針對當(dāng)前政企合作的模式,探索出了DBOT(設(shè)計一建設(shè)一融資一經(jīng)營)加特許經(jīng)營的可持續(xù)發(fā)展模式,該模式適用于當(dāng)下倡導(dǎo)的PPP建設(shè)投資模式,并節(jié)約了流程時間,提高了效率,對企業(yè)和政府都有益處,能實現(xiàn)雙贏的效果。該模式已經(jīng)投入了實踐并證明該合作模式非常適用于南水北調(diào)配套水廠的建設(shè)投資,并有推廣的價值。第四個方面,針對襄城縣的現(xiàn)狀,分析了可能會對項目公司的運行產(chǎn)生風(fēng)險的幾個敏感性因素,針對水量、水價帶來的風(fēng)險以及事件風(fēng)險等等,結(jié)合襄城縣實際情況對幾個風(fēng)險來源進(jìn)行分析,給出了參考性的意見。本文對四個問題的研究均得出了可靠的結(jié)論,給投資者的決策提供了依據(jù)。在將來類似的項目投資中,存在很大的參考價值和實踐意義。
[Abstract]:Henan Water Conservancy Investment Group has invested in the construction of Xiangcheng South-to-North Water diversion Plant in Xiangcheng County. Combining with the actual situation of project investment, this paper has carried out four aspects of research. The first aspect is the design of the project. The process of purifying the water source after the South-to-North Water transfer to Xiangcheng County was studied. The corresponding measures were added to the algae eruption period of surface water, and the advanced treatment reserve land was reserved for the sudden pollution event that might occur. The second aspect is the estimation of the investment. According to the result of the estimation, the feasibility of the investment is analyzed economically, the sensitivity analysis and the calculation of the utilization rate of productive capacity are carried out. The results show that the project investment is feasible. The third aspect explores the sustainable development model of DBOT (Design-Build-Fund-Business) plus franchise in view of the current mode of cooperation between government and enterprise. This model is applicable to the current PPP construction investment model, and saves process time, improves efficiency, and benefits both enterprises and governments. The model has been put into practice and proved to be very suitable for the construction investment of the South-to-North Water transfer supporting Water Plant, and has the value of popularization. Fourth, in view of the present situation of Xiangcheng County, the model has been put into practice and proved to be very suitable for the construction investment of the supporting water plant of South-to-North Water transfer Project. This paper analyzes several sensitive factors that may cause risk to the operation of the project company, and analyzes several risk sources according to the actual situation of Xiangcheng county, aiming at the water quantity, the risk brought by water price and the risk of events, etc. In this paper, a reliable conclusion is drawn for the study of four problems, which provides a basis for investors to make decisions. In the future, there will be great reference value and practical significance in similar projects in the future.
