【摘要】：我國是水資源問題極其嚴(yán)重的國家，存在著洪澇災(zāi)害、水資源短缺、水污染、水土流失，即“水多、水少、水臟、水渾”四大水問題。其中“水多、水少、水渾”是老問題，，相對而言，“水臟”是一個新問題，而且就其自然屬性和社會屬性而言則是一個更為復(fù)雜難治的問題，水資源保護就是由這個問題引發(fā)和派生的一項新興的事業(yè)。 黃河流域水資源保護是新時期治黃事業(yè)的重要組成部分。本文通過對黃河的基本情況、治河機構(gòu)變遷，人民治黃60余年成就的介紹，特別是對黃河流域水資源保護現(xiàn)狀、存在問題進行剖析，結(jié)合十八大和十八屆三中全會關(guān)于水生態(tài)文明建設(shè)要求及國家政策法規(guī)，研究提出黃河流域水資源保護發(fā)展方向和對策建議。提出做好水資源與水生態(tài)保護頂層設(shè)計，理順黃河水資源保護體制機制，逐步構(gòu)建黃河流域水資源與水生態(tài)保護體系，實現(xiàn)最嚴(yán)格的水資源管理的思路和舉措。
[Abstract]:China is a country with extremely serious water resources problems, such as flood disaster, water shortage, water pollution, soil erosion, that is, "more water, less water, dirty water and muddy water", among which, "more water, less water, less water muddy" is the old problem. Comparatively speaking, "water dirty" is a new problem, and in terms of its natural and social attributes, it is a more complicated and difficult problem. Water resources protection is a new cause that is caused and derived from this problem. The protection of water resources in the Yellow River basin is an important part of the Yellow River management in the new period. This paper introduces the basic situation of the Yellow River, the changes of the river regulation institutions and the achievements of the people in the past 60 years, especially the present situation of the water resources protection in the Yellow River basin. The existing problems are analyzed, combined with the requirements of the third Plenary session of the 18 Congress and the 18 CPC Central Committee on the construction of water ecological civilization and the national policies and regulations, The paper puts forward the development direction and countermeasures of water resources protection in the Yellow River basin, and puts forward that the top design of water resources and water ecological protection should be done well, and the system of water resources and water ecological protection in the Yellow River basin should be constructed step by step by straightening out the system of water resources protection system. To achieve the most stringent water resources management ideas and measures.
