G港卸船機(jī)控制系統(tǒng)更新招評標(biāo)改進(jìn)研究

【摘要】:G港地處珠江東北岸,珠江與東江匯合處,港區(qū)內(nèi)建有專用鐵路與廣深鐵路相連,水陸交通方便,毗鄰廣州兩個主要火力發(fā)電廠,是華南地區(qū)煤炭運(yùn)輸?shù)闹饕修D(zhuǎn)站。碼頭擁有7萬噸級卸船泊位2個,年設(shè)計卸船能力為1400萬噸。目前碼頭擁有6臺橋式卸船機(jī),由德國MAN公司于1992年制造投產(chǎn),現(xiàn)電控系統(tǒng)采用瑞典ABB直流調(diào)速控制系統(tǒng),于2003年初改造使用,已滿負(fù)荷運(yùn)行10年左右,故障頻繁且維修備件不足,迫切需要對其進(jìn)行更新改造,以滿足生產(chǎn)需要。 5號卸船機(jī)是碼頭6臺卸船機(jī)之一,2013年下半年公司通過公開招標(biāo)對其控制系統(tǒng)進(jìn)行了更新。項目于2013年7月底完成招標(biāo),并與中標(biāo)單位簽訂合同,2014年1月底完成施工調(diào)試。但由于招標(biāo)時考慮不周,導(dǎo)致項目實際施工工期延遲一周,施工內(nèi)容與合同存在出入,現(xiàn)場施工影響了碼頭正常的生產(chǎn)。本論文根據(jù)5號卸船機(jī)控制系統(tǒng)更新項目實際施工過程所出現(xiàn)的問題,針對5號卸船機(jī)控制系統(tǒng)更新項目的發(fā)包、招標(biāo)、評標(biāo)管理過程進(jìn)行探討,通過介紹卸船機(jī)控制系統(tǒng)更新項目招評標(biāo)概況及評標(biāo)現(xiàn)狀,對G港本次招評標(biāo)過程發(fā)現(xiàn)的問題進(jìn)行分析,借鑒其它工程建設(shè)領(lǐng)域成功的招標(biāo)評標(biāo)經(jīng)驗,對本次卸船機(jī)控制系統(tǒng)更新項目招評標(biāo)過程中存在的問題進(jìn)行研究,從改進(jìn)招標(biāo)流程設(shè)計和利用層次分析法對承包商進(jìn)行選擇等方面進(jìn)行詳細(xì)闡述,運(yùn)用項目管理理論給出卸船機(jī)控制系統(tǒng)更新項目招評標(biāo)的改進(jìn)方案。希望能夠為其它幾臺卸船機(jī)更新改造時選擇更合適的施工承包商,,更好的解決施工現(xiàn)場問題,在保證施工質(zhì)量的前提下,高效的利用資金,縮短施工時間,節(jié)約社會資源,提高卸船機(jī)更新改造效率。
[Abstract]:Port G is located on the northeast bank of the Pearl River, where the Pearl River and Dongjiang River meet. The port area is connected by a dedicated railway to the Guangzhou-Shenzhen Railway. The water and land transportation is convenient. It is adjacent to two major coal-fired power plants in Guangzhou. It is the main transfer station of coal transportation in south china. The dock has 2 berths of 70, 000 tons of ships and 14 million tons of designed unloading capacity per year. At present, the terminal has 6 bridge type ship unloader, which was manufactured and put into production by MAN company of Germany in 1992. Now the electric control system adopts Sweden ABB DC speed regulation control system, which was reformed and used in early 2003. It has been running at full load for about 10 years, with frequent faults and insufficient maintenance spare parts, so it is urgent to renew and transform it to meet the needs of production. Ship unloader No. 5 is one of the six ship unloaders in the dock. In the second half of 2013, the company updated its control system through open tender. The project was completed in the end of July 2013. And signed a contract with the winning bidder, and completed the construction commissioning at the end of January 2014. However, due to inadequate consideration in the bidding process, the actual construction period of the project was delayed by one week, and the construction content was different from the contract. The site construction has affected the normal production of the dock. According to the problems in the actual construction process of the No. 5 ship unloader control system renewal project, this paper aims at the contract and bidding of the No. 5 ship unloader control system renewal project. The management process of bid evaluation is discussed. By introducing the general situation of bid invitation and evaluation of the renewal project of ship unloader control system and the present situation of bid evaluation, the problems found in the bidding and evaluation process of G Port are analyzed, and the successful bidding and evaluation experience in other engineering construction fields is used for reference. This paper studies the problems existing in the bidding evaluation process of the ship-unloader control system renewal project, and expounds in detail the improvement of the bidding process design and the selection of the contractor by using the Analytic hierarchy process (AHP). Based on the project management theory, this paper gives an improved scheme of bidding evaluation for the renewal project of ship unloader control system. It is hoped that more suitable construction contractors can be selected for the renewal and transformation of several other ship unloaders, so as to solve the construction site problems better. Under the premise of ensuring the construction quality, the capital is used efficiently, the construction time is shortened, the social resources are saved, and the efficiency of the renewal and transformation of the ship unloader is improved.
