蘭州新區(qū)供水安全及水資源可持續(xù)利用研究

【摘要】:進入二十一世紀后,供水安全已成為舉世矚目的問題。我國是一個水資源短缺的國家,在很多地區(qū),供水安全問題已經(jīng)成為阻礙經(jīng)濟發(fā)展的主要問題之一,直接影響到我國社會經(jīng)濟的可持續(xù)發(fā)展及和諧社會的建設(shè)。近年來,隨著城市化進程的加快,許多城市無法承載逐漸增多的城市人口和產(chǎn)業(yè),需要尋求新的發(fā)展空間,從而使城市區(qū)域不斷擴大,新建城市不斷涌現(xiàn)。水資源短缺的問題會制約這些城市的發(fā)展,,因此,建新的城市時必須要確保供水安全。供水安全的研究具有重要的現(xiàn)實意義和深遠的歷史意義。 本文以“蘭州新區(qū)供水安全及水資源可持續(xù)利用”為主要研究方面,首先系統(tǒng)的分析了國內(nèi)外研究現(xiàn)狀,為論文研究奠定理論基礎(chǔ),其次分析了蘭州新區(qū)自然地理狀況、社會經(jīng)濟概況、水文水資源條件、水資源利用現(xiàn)狀等基本概況,然后依據(jù)蘭州新區(qū)規(guī)劃方案運用指標分析法對其未來2015年、2020年、2030年的需水量進行預(yù)測,同時預(yù)測了新區(qū)未來的供水能力,對各水平年的水資源供需平衡進行預(yù)測分析。還對蘭州新區(qū)的主要供水水源—引大入秦工程進行供水保障分析。最后,為保證未來蘭州新區(qū)的供水可以滿足未來城市發(fā)展的需要,結(jié)合新區(qū)水資源供需分析結(jié)果和蘭州新區(qū)的現(xiàn)有條件和發(fā)展規(guī)劃,提出了切實可行的對策、措施。論文主要包括下面的內(nèi)容。 1、蘭州新區(qū)2013年的年用水量為13192萬m3,用水以農(nóng)林灌溉為主,供用水季節(jié)性強,其中引大入秦工程供水11810萬m3,占新區(qū)總供水量的89.5%,供水水源單一,供水存在安全隱憂。 2、對新區(qū)未來各水平年的給水工程統(tǒng)一供給水量和非給水工程統(tǒng)一供給水量分別進行了預(yù)測,相加得出未來各水平年的凈用水量,再由新區(qū)水利用系數(shù)計算出相應(yīng)的毛需水量,最后結(jié)合新區(qū)未來各水平年的供水能力進行水資源供需平衡分析。 3、新區(qū)水資源供需的預(yù)測結(jié)果為:新區(qū)2015年毛需水量3.295億m3,可供水量為3.242億m3,水資源需求量超過了供水能力,年缺水0.053億m3,缺水率1.63%;2020年毛用水量5.083億m3,可供水量為4.130億m3,缺水0.953億m3,缺水率23.08%;2030年毛需水量6.704億m3,可供水量為4.712億m3,缺水達1.992億m3,缺水率42.28%。 4、引大入秦工程斷水時新區(qū)的缺水情況很嚴重。預(yù)測2015年引大工程夏季斷水時將缺水3530萬m3,冬季斷水時將缺水3429萬m3;2020年引大工程夏季斷水時將缺水4582萬m3,冬季斷水時將缺水8279萬m3;2030年引大工程夏季斷水時將缺水5844萬m3,冬季斷水時將缺水14007萬m3。 5、對蘭州新區(qū)的主要供水水源—引大入秦工程的水質(zhì)進行評價,得出其水質(zhì)較好的結(jié)論。然而當前引大入秦工程在輸水過程中存在不少影響供水安全的隱患,急需采取措施提高工程運行的可靠性。通過分析,提出了有利于保障引大入秦工程輸水安全的建議和措施。 6、通過探討分析,提出保障新區(qū)供水安全及水資源可持續(xù)發(fā)展的措施建議。
[Abstract]:After entering twenty-first Century, the safety of water supply has become a worldwide problem. China is a national shortage of water resources, in many areas, water supply security has become one of the major problems hindering the development of the economy, directly affect the construction of China's social and economic sustainable development and harmonious society. In recent years, along with the city development speeding up, many city cannot bear the increasing city population and industry, need to seek new development space, so that the city area continues to expand, the new City emerging. The shortage of water resources will restrict the development of the city, therefore, the construction of the new city must ensure the safety of water supply has important practical significance. And the profound historical significance to research the safety of water supply.
According to the "Lanzhou New District water supply safety and sustainable utilization of water resources as the main research aspect, the first systematic analysis of the research status at home and abroad, which lays the theoretical foundation for study, followed by analysis of the Lanzhou area natural geographical conditions, social economic development, the water resources condition of hydrology, general situation of water resources utilization, and then on the basis of Lanzhou district planning scheme using the index analysis method to the future in 2020, 2015, for water demand forecast in 2030, and forecast the future of the new water supply capacity, water resources supply and demand balance in different years were predicted and analyzed. The main source of water supply - Lanzhou District of Yindaruqin project of water supply security analysis. Finally, in order to ensure the future of Lanzhou New District water supply can meet the needs of the future development of the city, with the area of water resources supply and demand analysis results and the present condition of Lanzhou New District And the development plan, put forward practical countermeasures, measures. The paper mainly includes the following content.
1, the annual water consumption of Lanzhou New District in 2013 was 131 million 920 thousand M3, and water and agriculture were mainly irrigated. The water supply and utilization season was strong, and the water supply to the Qin project was 118 million 100 thousand M3, which accounted for 89.5% of the total water supply of the New District. The water supply source was single, and the water supply had security concerns.
2, water for water supply engineering new area in the future in different years and unified supply water and non water supply project unified are predicted, adding that the future level of annual net water use by the district water use coefficient to calculate the gross water demand, finally to the district level years of water supply capacity analysis the balance of supply and demand of water resources.
3, the new prediction of supply and demand of water resources: new results for the 2015 gross water demand 329 million 500 thousand M3, water supply is 324 million 200 thousand M3, the water resources demand exceeds the capacity of water supply, water shortage rate 5 million 300 thousand years m3, 1.63%; 2020 gross water supply 508 million 300 thousand M3, 413 million m3, 95 million 300 thousand M3 of water shortage, water shortage rate 23.08% 2030 670 million 400 thousand M3; gross water demand, water supply is 471 million 200 thousand M3, water shortage rate reached 199 million 200 thousand M3, 42.28%.
4, Yindaruqin project when the water shortage situation is very serious. The new forecast in 2015 to lead a large project in the summer when the water shortage will be 35 million 300 thousand M3 in winter, when the water shortage will be 34 million 290 thousand M3 in 2020; the project in the summer when the water shortage will be 45 million 820 thousand M3 in winter, when the water shortage will be 82 million 790 thousand M3 in 2030; the project in the summer when the water the water 58 million 440 thousand M3 in winter when the water shortage will be 140 million 70 thousand m3.
