【摘要】：土地資源是國(guó)家重要的自然資源,是維持各項(xiàng)生產(chǎn)生活的重要生產(chǎn)資料。而在交通、水利等各大項(xiàng)目工程建設(shè)過(guò)程中,大量土地資源被破壞,造成生態(tài)環(huán)境嚴(yán)重惡化,可供利用的土地銳減,人多地少的矛盾異常突出。土地復(fù)墾是因地制宜的恢復(fù)和發(fā)展土地利用價(jià)值的活動(dòng),也是解決土地資源供需矛盾的一項(xiàng)有效途徑。對(duì)改善生態(tài)環(huán)境,促進(jìn)我國(guó)社會(huì)經(jīng)濟(jì)的發(fā)展,節(jié)約利用土地資源,提高利用率有重要作用。 本研究以水電項(xiàng)目的方案編制方法為研究對(duì)象,以尋求水電項(xiàng)目的土地復(fù)墾方案編制的科學(xué)方法為研究目的,同時(shí)為礦區(qū)等其他各類建設(shè)項(xiàng)目的土地復(fù)墾方案編制提供參考。本文首先闡述了我國(guó)土地復(fù)墾的現(xiàn)狀和水電工程建設(shè)項(xiàng)目開(kāi)展土地復(fù)墾工作的必要性,以及土地復(fù)墾方案編制過(guò)程中存在的實(shí)際問(wèn)題,通過(guò)閱讀大量文獻(xiàn)和法律法規(guī)總結(jié)出水電建設(shè)項(xiàng)目土地復(fù)墾方案編制的要點(diǎn)以及在編制過(guò)程中應(yīng)當(dāng)注意的難點(diǎn)疑點(diǎn)。并以一實(shí)際水利工程項(xiàng)目為例,在充分了解該項(xiàng)目復(fù)墾區(qū)的自然環(huán)境特征、社會(huì)經(jīng)濟(jì)情況和土地破壞情況的基礎(chǔ)上,根據(jù)項(xiàng)目區(qū)生產(chǎn)、建設(shè)等特點(diǎn),本著因地制宜、結(jié)合實(shí)際的原則,提出該水電工程的土地復(fù)墾規(guī)劃方案。同時(shí)結(jié)合該實(shí)例解釋了復(fù)墾范圍、土地復(fù)墾可行性分析、復(fù)墾措施、土地復(fù)墾工程設(shè)計(jì)及工程量測(cè)算、土地復(fù)墾投資估(概)算測(cè)算、土地復(fù)墾效益分析及保障措施等幾個(gè)編制要點(diǎn)的具體含義,并從編制和評(píng)審雙重角度探討了水電工程土地復(fù)墾方案報(bào)告書(shū)應(yīng)包含的內(nèi)容與編制深度。展望了我國(guó)在短期內(nèi)以水利工程為代表的各建設(shè)項(xiàng)目土地復(fù)墾側(cè)重點(diǎn)的發(fā)展方向,提出了對(duì)土地復(fù)墾方案編制方法的改進(jìn)措施。
[Abstract]:Land resources are the important natural resources of the country and the important means of production to maintain the production and living. However, in the process of construction of transportation, water conservancy and other major projects, a large number of land resources have been destroyed, resulting in the serious deterioration of the ecological environment. Land available for use has decreased sharply, and the contradiction between more people and less land is extremely prominent. Land reclamation is an activity to restore and develop the value of land use according to local conditions, and is also an effective way to solve the contradiction between supply and demand of land resources. It plays an important role in promoting the development of social economy, economizing the utilization of land resources and improving the utilization ratio. The purpose of this study is to seek the scientific method of land reclamation scheme for hydropower projects. At the same time, it provides a reference for the preparation of land reclamation schemes for other construction projects such as mining areas. Firstly, this paper expounds the present situation of land reclamation in China and the necessity of carrying out land reclamation work in hydropower construction projects. And the practical problems existing in the preparation of land reclamation schemes, By reading a large number of documents and laws and regulations, the paper summarizes the main points of the land reclamation scheme of hydropower construction project and the difficult and difficult points that should be paid attention to in the course of the compilation, and takes a practical water conservancy project as an example. On the basis of a full understanding of the natural environment, social and economic conditions and land destruction in the reclamation area of the project, according to the characteristics of production and construction in the project area, and in line with the principle of adapting measures to local conditions and combining with the actual situation, The land reclamation planning scheme of the hydropower project is put forward, and the scope of reclamation, feasibility analysis of land reclamation, reclamation measures, design of land reclamation project and calculation of project quantity, calculation of investment in land reclamation are explained in combination with the example. The concrete meanings of several compilation points such as benefit analysis and safeguard measures of land reclamation, In this paper, the contents and depth of land reclamation plan report of hydropower project are discussed from the angle of compilation and evaluation. The development direction of land reclamation emphases of various construction projects represented by water conservancy projects in the short term in China is prospected. The improvement measures of land reclamation scheme are put forward.
