【摘要】:隨著我國(guó)電力系統(tǒng)的發(fā)展與改革和多方面融資進(jìn)入電力行業(yè),電力工程項(xiàng)目后評(píng)價(jià)工作已全面提出。水電工程投資規(guī)模大、建設(shè)工期長(zhǎng),涉及到移民安置、環(huán)境保護(hù)和水土保持等諸多方面。因此,在工程竣工并運(yùn)行一段時(shí)間后,對(duì)水電項(xiàng)目進(jìn)行合理客觀的評(píng)價(jià)尤為重要。由企業(yè)組織的對(duì)水電項(xiàng)目進(jìn)行后評(píng)價(jià)的工作還處于起步階段,存在很多的問(wèn)題,在實(shí)際工作還沒(méi)有可以參考的企業(yè)水電項(xiàng)目后評(píng)價(jià)工作方法。本文采用文獻(xiàn)研究、案例研究等方法,以本人曾經(jīng)參與過(guò)的政府水電項(xiàng)目后評(píng)價(jià)經(jīng)驗(yàn)為依托,結(jié)合企業(yè)后評(píng)價(jià)需求的實(shí)際情況,分析企業(yè)后評(píng)價(jià)與政府后評(píng)價(jià)的不同點(diǎn),利用政府水電項(xiàng)目有成功應(yīng)用的后評(píng)價(jià)工作模式對(duì)企業(yè)水電項(xiàng)目的后評(píng)價(jià)模式進(jìn)行了構(gòu)建,并進(jìn)行了具體案例來(lái)驗(yàn)證企業(yè)水電項(xiàng)目后評(píng)價(jià)的應(yīng)用。文章首先對(duì)國(guó)內(nèi)外項(xiàng)目后評(píng)價(jià)工作的發(fā)展情況進(jìn)行了對(duì)比,分析項(xiàng)目后評(píng)價(jià)的必要性,著重總結(jié)了國(guó)內(nèi)水電工程后評(píng)價(jià)的發(fā)展情況,同時(shí)介紹了作者主要參與的后評(píng)價(jià)工作。接著闡述了項(xiàng)目后評(píng)價(jià)的特點(diǎn)和各種方法,研究了后評(píng)價(jià)的主要方法,重點(diǎn)闡述了在水電項(xiàng)目案例中運(yùn)用到的統(tǒng)計(jì)預(yù)測(cè)法和對(duì)比法。文章通過(guò)對(duì)水電項(xiàng)目后評(píng)價(jià)分類,引入了兩種不同的水電項(xiàng)目后評(píng)價(jià)分類:政府委托的第三方綜合評(píng)價(jià)和企業(yè)委托的第三方綜合評(píng)價(jià)。對(duì)當(dāng)前政府組織的水電項(xiàng)目后評(píng)價(jià)工作模式進(jìn)行探討。通過(guò)實(shí)際案例具體分析了水電項(xiàng)目后評(píng)價(jià)工作如何開(kāi)展,包括后評(píng)價(jià)計(jì)劃的總體要求、后評(píng)價(jià)報(bào)告的編制、后評(píng)價(jià)工作組織與計(jì)劃、后評(píng)價(jià)的基本內(nèi)容、需要收集的材料和后評(píng)價(jià)成果的反饋等,進(jìn)而探討出企業(yè)水電項(xiàng)目后評(píng)價(jià)的工作模式。最后,對(duì)某企業(yè)投資水電項(xiàng)目,進(jìn)行了前期工作過(guò)程評(píng)價(jià)、建設(shè)實(shí)施過(guò)程評(píng)價(jià)、運(yùn)行管理情況評(píng)價(jià)、發(fā)電目標(biāo)評(píng)價(jià)、建設(shè)征地移民安置評(píng)價(jià)、環(huán)境和社會(huì)影響評(píng)價(jià)、節(jié)能評(píng)價(jià)、投資分析評(píng)價(jià)、經(jīng)濟(jì)評(píng)價(jià)和可持續(xù)性評(píng)價(jià)的實(shí)證后評(píng)價(jià)。通過(guò)案例,驗(yàn)證了前文所定義的探討的企業(yè)水電項(xiàng)目后評(píng)價(jià)的工作模式。為水電項(xiàng)目后評(píng)價(jià)工作的開(kāi)展提出了政策建議,提出了研究展望。
[Abstract]:With the development and reform of the electric power system and the entry of various aspects of financing into the electric power industry, the post evaluation work of the electric power engineering project has been put forward in an all-round way. The hydropower project has a large scale of investment and a long construction period, which involves resettlement and resettlement. Environmental protection, soil and water conservation, and so on. Therefore, after the completion and operation of the project for a period of time, Reasonable and objective evaluation of hydropower projects is particularly important. The post-evaluation of hydropower projects organized by enterprises is still in its infancy, and there are many problems. There are no methods for post-evaluation of hydropower projects in enterprises that can be referred to in the actual work. This paper adopts the methods of literature study and case study, relying on the post-evaluation experience of government hydropower projects in which I have participated. Combined with the actual situation of the post-evaluation demand of the enterprise, the difference between the post-evaluation of the enterprise and the post-evaluation of the government is analyzed, and the post-evaluation model of the enterprise hydropower project is constructed by using the post-evaluation mode of the successful application of the government hydropower project. The application of post-evaluation of hydropower projects in enterprises is verified by specific cases. Firstly, the development of post-evaluation at home and abroad is compared, and the necessity of post-evaluation is analyzed. This paper summarizes the development of post evaluation of hydropower projects in China, introduces the post evaluation work in which the author mainly participates, and then expounds the characteristics and various methods of post evaluation, and studies the main methods of post evaluation. The statistical forecasting method and comparative method used in hydropower project cases are expounded in this paper, and the classification of post evaluation of hydropower project is introduced in this paper. This paper introduces two different types of post evaluation classification of hydropower project: the third party comprehensive evaluation commissioned by the government and the third party comprehensive evaluation commissioned by the enterprise. The actual case analyses how to carry out the post-evaluation work of hydropower project. Including the overall requirements of the post-evaluation plan, the preparation of the post-evaluation report, the organization and plan of the post-evaluation, the basic content of the post-evaluation, the materials to be collected and the feedback of the post-evaluation results, etc. Finally, an enterprise investment in hydropower project is evaluated, which includes pre-work process evaluation, construction implementation process evaluation, operation management evaluation, power generation target evaluation, etc. Construction land requisition resettlement assessment, environmental and social impact assessment, energy conservation assessment, investment analysis evaluation, economic evaluation and sustainability evaluation empirical post-evaluation. The working mode of post-evaluation of hydropower projects in enterprises is verified, and some policy suggestions and research prospects are put forward for the development of post-evaluation of hydropower projects.
