基于SWOT分析和費(fèi)用效益分析的工業(yè)園區(qū)節(jié)水規(guī)劃案例研究

【摘要】:工業(yè)企業(yè)是我國主要用水部門,聚集大量工業(yè)企業(yè)的工業(yè)園區(qū)、開發(fā)區(qū)因而成為水資源消耗大戶。在以往注重單個(gè)工業(yè)企業(yè)用水節(jié)水工作的基礎(chǔ)上,進(jìn)一步從園區(qū)整體角度,更為全面和系統(tǒng)地統(tǒng)籌規(guī)劃節(jié)水工作,在工業(yè)節(jié)水中顯得尤為重要。工業(yè)園區(qū)節(jié)水規(guī)劃作為推進(jìn)工業(yè)園區(qū)節(jié)水工作的重要保障,需要對(duì)工業(yè)園區(qū)節(jié)水規(guī)劃編制的技術(shù)方法體系進(jìn)行研究。 本文從城市節(jié)水規(guī)劃、區(qū)域節(jié)水規(guī)劃的層面對(duì)工業(yè)園區(qū)節(jié)水規(guī)劃技術(shù)方法體系進(jìn)行了研究。通過對(duì)工業(yè)園區(qū)節(jié)水規(guī)劃技術(shù)體系框架、各環(huán)節(jié)的技術(shù)方法進(jìn)行研究,本文指出了目前工業(yè)園區(qū)節(jié)水規(guī)劃制定過程中在用水節(jié)水現(xiàn)狀分析以及實(shí)施效果評(píng)價(jià)中存在的問題,并提出將SWOT分析法和費(fèi)用效益分析法分別用于工業(yè)園區(qū)節(jié)水規(guī)劃中的用水節(jié)水現(xiàn)狀分析階段以及實(shí)施效果評(píng)價(jià)階段。 在研究SWOT分析法的適用性上,本文以上海市紫竹高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)為例,對(duì)開發(fā)區(qū)內(nèi)8家典型用水企業(yè)和2所高校的用水節(jié)水現(xiàn)狀以及開發(fā)區(qū)整體的水資源概況、供水概況等信息進(jìn)行匯總,運(yùn)用SWOT要素分析法找出開發(fā)區(qū)在節(jié)水工作方面的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和挑戰(zhàn),并運(yùn)用SWOT交叉組合分析法得出開發(fā)區(qū)節(jié)水規(guī)劃戰(zhàn)略措施。得出的結(jié)論有:①通過SWOT要素分析,總結(jié)出現(xiàn)階段紫竹開發(fā)區(qū)在用水現(xiàn)狀及節(jié)水工作方面共有6個(gè)優(yōu)勢(shì)因素、3個(gè)機(jī)遇因素、3個(gè)劣勢(shì)因素和3個(gè)挑戰(zhàn)因素。開發(fā)區(qū)目前的內(nèi)部?jī)?yōu)勢(shì)和外部機(jī)遇相對(duì)較為明顯,為將來節(jié)水規(guī)劃的開展提供了良好的時(shí)機(jī)與環(huán)境;②運(yùn)用SWOT交叉組合分析對(duì)開發(fā)區(qū)內(nèi)外環(huán)境要素進(jìn)行兩兩交叉分析,構(gòu)成SWOT矩陣。 在研究費(fèi)用效益分析法的適用性上,本文以上海市莘莊工業(yè)區(qū)為案例,選取工業(yè)區(qū)內(nèi)90家典型用水企業(yè)為研究對(duì)象,通過問卷調(diào)查法了解各企業(yè)2009年至2015年間已開展和計(jì)劃開展的各項(xiàng)節(jié)水規(guī)劃項(xiàng)目的投資費(fèi)用及節(jié)水量,獲得有效問卷49份。本文采用效益費(fèi)用比CBR和效益凈現(xiàn)值NPV兩個(gè)指標(biāo)從經(jīng)濟(jì)可行性的角度評(píng)價(jià)工業(yè)區(qū)節(jié)水規(guī)劃項(xiàng)目的實(shí)施效果。得出的結(jié)論有:①工業(yè)區(qū)節(jié)水規(guī)劃項(xiàng)目的效益費(fèi)用比CBR在第3年到第4年期間實(shí)現(xiàn)了由小于1向大于1的跨越,即創(chuàng)造的經(jīng)濟(jì)效益超過了投資費(fèi)用,節(jié)水項(xiàng)目開始創(chuàng)造凈效益。②工業(yè)區(qū)的節(jié)水規(guī)劃項(xiàng)目在5年后能為整個(gè)工業(yè)區(qū)帶來3022.94萬元的凈經(jīng)濟(jì)效益,效益費(fèi)用比達(dá)到1.6,即節(jié)水工程每投資1元?jiǎng)t可創(chuàng)造1.6元的經(jīng)濟(jì)效益,節(jié)水效益非?捎^,并且經(jīng)濟(jì)效益隨著項(xiàng)目使用壽命的延長(zhǎng)而逐漸增加;③工業(yè)區(qū)的節(jié)水規(guī)劃項(xiàng)目在使用壽命為5到8年期間,不論是效益凈現(xiàn)值NPV抑或是效益費(fèi)用比CBR,他們的增長(zhǎng)率都是各個(gè)使用壽命時(shí)間段中最大的。當(dāng)節(jié)水規(guī)劃項(xiàng)目使用8年后,為工業(yè)區(qū)創(chuàng)造的凈經(jīng)濟(jì)效益高達(dá)7461.6萬元,與5年時(shí)的凈經(jīng)濟(jì)效益相比增長(zhǎng)了4400余萬元。 本文研究得到教育部哲學(xué)社會(huì)科學(xué)研究重大課題攻關(guān)項(xiàng)目“節(jié)水型社會(huì)建設(shè)研究”(項(xiàng)目批準(zhǔn)號(hào):11JZD024)的支持,部分研究成果以《SWOT分析方法在高新技術(shù)產(chǎn)業(yè)開發(fā)區(qū)節(jié)水規(guī)劃中的應(yīng)用》為題已經(jīng)在國內(nèi)核心期刊《給水排水》上發(fā)表。
[Abstract]:The industrial enterprise is the main water sector in China, gathered a large number of industrial enterprises in the industrial park, development zone has become the water resource consumption. Based on the previous focus on individual industrial enterprises water-saving work, further from the perspective of the whole park, a more comprehensive and systematic overall planning of water saving work, it is particularly important in industrial water saving water saving. Industrial park planning as an important guarantee to promote water conservation work of industrial parks, the need for industrial park planning system of water-saving technology preparation method was studied.
This article from the city water conservation planning, regional planning in the industrial park of water-saving water-saving planning technology system was studied. Based on the Industrial Park water-saving planning system framework, research method of the link, this paper pointed out that the current industrial park planning in the process of making water-saving water-saving status analysis and evaluation of effect of the problems, and put forward the SWOT analysis method and cost benefit analysis method is applied to analyze the status of water-saving water-saving Industrial Park in the planning stage, implementation effect evaluation stage.
Applicable to the SWOT analysis method, this paper takes Shanghai City Zizhu hi-tech industry development zone as an example, general situation of water resources in the Development Zone in 8 typical water companies and 2 universities in the status quo and the development of water-saving area as a whole, the water supply of information were collected, using SWOT factor analysis to find out the Development Zone in water saving advantages, disadvantages, opportunities and challenges, and the use of SWOT combination analysis method to get the development zone water planning strategic measures. The conclusion is: the SWOT factor analysis, summed up the stage in Zizhu zone and water-saving water work situation there are 6 dominant factors, 3 opportunities factors. The 3 disadvantage factors and 3 factors. The current development challenges of internal strengths and external opportunities is relatively obvious, for the future to carry out water-saving planning provides a good opportunity and environment; using SWOT The SWOT matrix is formed by the 22 cross analysis of the internal and external environmental factors in the development zone.
For research on cost benefit analysis method, this paper takes Shanghai City Industrial Zone Xhenzhuang industrial zone as an example, selects 90 typical water companies as the research object, through the questionnaire survey method to understand the various enterprises from 2009 to 2015 has been carried out and plans to carry out water-saving planning project investment cost and saving water, get effective 49 questionnaires. The benefit cost ratio of CBR and NPV two indexes of net present value of benefit from the economic feasibility evaluation Industrial Zone water planning project implementation effect. The conclusion is: the industrial area of water conservation planning project cost benefit ratio CBR in the third years to fourth years achieved by less than 1 to more than 1 leap, create economic benefits more than the investment cost, water saving project began to create a net benefit. The water conservation planning project II Industrial Zone in 5 years can bring 30 million 229 thousand and 400 yuan for the whole industrial zone The net economic benefit, the benefit cost ratio of 1.6, the water saving project investment 1 yuan each, 1.6 yuan to create economic benefits, water saving benefit and the economic benefit is very considerable, as the project service life increased; water saving planning project the industrial zone in the life of 5 to 8 years, whether it is benefit the net present value NPV or benefit cost ratio CBR, their growth rate is the maximum life time in use. When water-saving planning projects for 8 years after the creation of industrial zone, the net economic benefit of up to 74 million 616 thousand yuan, and the net after 5 years when the economic benefits increased by more than 4400 yuan.
