【摘要】：目前我國現(xiàn)有水庫大壩9.8萬余座,是現(xiàn)今世界上擁有水庫數(shù)量最多的國家。但水資源開發(fā)利用率仍處于較低水平,水庫大壩建設(shè)仍將是今后一段時(shí)期的投資重點(diǎn)。水庫工程關(guān)系到防洪安全、水資源利用與水土保持、城鎮(zhèn)居民生產(chǎn)生活用水需求、農(nóng)業(yè)生產(chǎn)用水需求以及自然生態(tài)保護(hù)等,是我國現(xiàn)代化進(jìn)程中基礎(chǔ)設(shè)施建設(shè)的重要組成部分。工程質(zhì)量是工程建設(shè)與管理的核心工作,特別是中小型水利工程,其管理主體多為縣級單位,由于地方上專業(yè)人才匱乏,技術(shù)力量薄弱,管理能力十分有限,常常導(dǎo)致工程質(zhì)量問題層出不窮。在這樣的社會(huì)大環(huán)境下,做好水庫建設(shè)工程施工質(zhì)量管理的研究顯得尤為重要。本文將以大迫子水庫工程建設(shè)為載體,對工程施工質(zhì)量管理進(jìn)行研究,對施工質(zhì)量管理現(xiàn)存的問題及成因進(jìn)行分析與改進(jìn),提升項(xiàng)目質(zhì)量管理水平,為今后水利項(xiàng)目建設(shè)提供參考。這不僅是我國水利建設(shè)領(lǐng)域不僅具有較強(qiáng)的時(shí)代需求,更具有非常重要的現(xiàn)實(shí)應(yīng)用意義和理論借鑒價(jià)值。對于促進(jìn)水利工程建設(shè)項(xiàng)目施工質(zhì)量的提高,延長水利工程的使用壽命,提升項(xiàng)目管理水平,進(jìn)一步加強(qiáng)經(jīng)濟(jì)效益和社會(huì)效益等均有著指導(dǎo)意義。本論文主要是根據(jù)工程建設(shè)實(shí)際,開展大迫子水庫工程施工質(zhì)量管理的研究。本文分6個(gè)部分,第1章緒論,介紹大迫子水庫工程的基本情況,項(xiàng)目的背景、特點(diǎn)及國內(nèi)外對質(zhì)量管理的研究發(fā)展趨勢,闡明研究背景。運(yùn)用柱狀圖直觀地展現(xiàn)了我國近些年來發(fā)生水庫潰壩事故的統(tǒng)計(jì)數(shù)據(jù),介紹大迫子水庫工程建設(shè)過程中存在的質(zhì)量管理問題,揭示研究該項(xiàng)目質(zhì)量管理的重要性和現(xiàn)實(shí)意義。同時(shí)介紹論文的主要研究方法和基本研究內(nèi)容,并給出論文基本框架;第2章從質(zhì)量管理目標(biāo)、計(jì)劃、組織結(jié)構(gòu)、制度、控制流程等幾個(gè)方面,介紹大迫子水庫工程施工質(zhì)量管理現(xiàn)狀;第3章根據(jù)項(xiàng)目實(shí)際,從大迫子水庫工程施工過程整體概況和質(zhì)量管理五大要素作為切入點(diǎn),找出工程施工質(zhì)量管理的現(xiàn)存問題,并進(jìn)行成因分析;第4章針對上述問題及產(chǎn)生的原因,以完善組織結(jié)構(gòu)、改進(jìn)管理制度、優(yōu)化控制流程等原則,按照PDCA循環(huán)管理手段,提出對項(xiàng)目原有質(zhì)量管理的改進(jìn)方案設(shè)計(jì);第5章提出大迫子水庫施工質(zhì)量管理體改進(jìn)方案的保障措施,包括提升質(zhì)量管理人員的專業(yè)能力、大力推進(jìn)先進(jìn)質(zhì)量控制技術(shù)、構(gòu)建質(zhì)量管理信息系統(tǒng)以及建立和完善考評體系和管理機(jī)制等。第6章進(jìn)行全文總結(jié)與展望。
[Abstract]:At present, there are more than 98,000 reservoirs and dams in China, which is the largest number of reservoirs in the world, but the utilization rate of water resources is still at a low level. Reservoir dam construction will still be the key point of investment in the coming period. Reservoir engineering is related to flood control safety, water resources utilization and soil and water conservation, urban residents' water demand for production and living, water demand for agricultural production and natural ecological protection, etc. Engineering quality is the core work of engineering construction and management, especially small and medium-sized water conservancy projects, the main management of which is mostly county-level units, due to the lack of local professionals. Technical strength is weak, management ability is very limited, often lead to engineering quality problems in endlessly. In such a social environment, It is very important to do well the research on construction quality management of reservoir construction project. This paper analyzes and improves the existing problems and causes of construction quality management, raises the level of project quality management, and provides a reference for the construction of water conservancy projects in the future, which is not only a strong demand of the times in the field of water conservancy construction in China. It has very important practical application significance and theoretical reference value. It can improve the construction quality of water conservancy project, prolong the service life of water conservancy project, and improve the management level of water conservancy project. It is of guiding significance to further strengthen the economic and social benefits. This paper is mainly to carry out the research on the construction quality management of the Dafuzi Reservoir project according to the actual construction of the project. This paper is divided into six parts, the first chapter is the introduction, This paper introduces the basic situation, background and characteristics of the Dafuzi Reservoir Project, as well as the research and development trend of quality management at home and abroad. The background of the research is expounded. The statistical data of dam break accidents in recent years in our country are displayed intuitively by using the histogram, and the quality management problems in the construction of Dafuzi reservoir project are introduced. At the same time, the paper introduces the main research methods and basic research contents, and gives the basic framework of the paper. Chapter 2 from the quality management objectives, planning, organization structure, system, This paper introduces the present situation of construction quality management in Dafuzi Reservoir Project from the aspects of control flow and so on. Chapter 3, according to the project practice, takes the overall general situation of the construction process and five key elements of quality management as the breakthrough point. To find out the existing problems of engineering construction quality management, and analyze the cause of formation. Chapter 4 aims at the above problems and causes, in order to perfect the organizational structure, improve the management system, optimize the control flow and other principles, according to the PDCA circulation management means, In chapter 5, the guarantee measures of the improvement scheme for the construction quality management system of Dafuzi Reservoir are put forward, including enhancing the professional ability of the quality management personnel and vigorously promoting the advanced quality control technology. Build the quality management information system and establish and perfect the evaluation system and management mechanism. Chapter 6 summarizes and prospects the full text.
