基于海綿城市雨洪管理理念的大學(xué)園區(qū)規(guī)劃研究

【摘要】:當(dāng)今中國(guó),不少城市正面臨內(nèi)澇加劇、水資源緊缺、水體污染以及生態(tài)環(huán)境惡化等諸多問(wèn)題,這一系列問(wèn)題的產(chǎn)生源自于快速城鎮(zhèn)化背景下水資源的過(guò)度開(kāi)發(fā)、生態(tài)環(huán)境保護(hù)的忽視以及有違科學(xué)的粗放的建設(shè)模式,隨著城市規(guī)模的日益擴(kuò)張,大量的硬質(zhì)化鋪裝和灰色基礎(chǔ)設(shè)施導(dǎo)致不透水地面的增加、生態(tài)斑塊的破碎化、河湖水系面積日益縮減、自然植被破壞、地表水與地下水循環(huán)被阻斷等問(wèn)題。在這一背景下,學(xué)術(shù)界開(kāi)始反思傳統(tǒng)雨水管理模式的缺陷,提出可持續(xù)的雨水管理模式,“海綿城市”應(yīng)運(yùn)而生。大學(xué)園區(qū)是城市中一類(lèi)重要的地域類(lèi)型,形成了集教育用地、居住用地、商業(yè)用地、文化設(shè)施用地、道路與交通設(shè)施用地、公園綠地乃至工業(yè)用地的高度混合型用地結(jié)構(gòu),相比之其他的城市地域類(lèi)型,大學(xué)園區(qū)所在的城市地域混合度最高,即均質(zhì)程度最低,其功能和城市景觀都接近于獨(dú)立的小城鎮(zhèn),這也是大學(xué)園區(qū)被俗稱(chēng)為“大學(xué)城”的原因。因而大學(xué)園區(qū)的海綿化建設(shè)對(duì)于城市雨水問(wèn)題的生成與解決具有很大的示范效應(yīng)與實(shí)驗(yàn)意義。同時(shí),大學(xué)園區(qū)所具有的人才培養(yǎng)、科學(xué)研究、文化傳播等特殊功能擔(dān)負(fù)著促進(jìn)社會(huì)素質(zhì)提高、傳播科學(xué)文化的責(zé)任,大學(xué)園區(qū)的景觀風(fēng)貌和建筑也已成為一個(gè)城市的品牌和名片,在一定程度上代表了城市的形象。因而大學(xué)園區(qū)對(duì)于海綿城市LID雨水管理技術(shù)的應(yīng)用與示范、水生態(tài)環(huán)境教育與宣傳、生態(tài)城市景觀風(fēng)貌塑造等方面具有很大的實(shí)踐意義。本論文針對(duì)大學(xué)園區(qū)出現(xiàn)的水生態(tài)環(huán)境問(wèn)題,通過(guò)文獻(xiàn)研究、系統(tǒng)研究等方法,剖析了海綿城市理論內(nèi)涵,梳理了海綿城市雨洪管理理念,闡述了大學(xué)園區(qū)海綿化建設(shè)的重要作用。本論文以海綿城市雨洪管理理念為導(dǎo)向,系統(tǒng)探討了大學(xué)園區(qū)的規(guī)劃目標(biāo)、原則以及主要程序與內(nèi)容,并針對(duì)大學(xué)園區(qū)海綿化建設(shè)的目標(biāo)、原則,以及所承載的功能,提出了基于海綿城市雨洪管理理念的大學(xué)園區(qū)規(guī)劃設(shè)計(jì)策略。本文取得的主要結(jié)論如下:1、通過(guò)海綿城市理論的剖析,提出了海綿城市雨洪管理理念的內(nèi)涵,即多尺度理念、適應(yīng)性理念、微循環(huán)理念、全過(guò)程理念和資源化理念。2、針對(duì)大學(xué)園區(qū)出現(xiàn)的水生態(tài)環(huán)境問(wèn)題,以及忽視雨水資源化利用的現(xiàn)狀,分析了大學(xué)園區(qū)常規(guī)雨洪管理的局限性以及海綿城市雨洪管理的優(yōu)越性。3、根據(jù)大學(xué)園區(qū)這一特殊的城市功能類(lèi)型,論述了大學(xué)園區(qū)海綿化建設(shè)可為海綿城市建設(shè)提供工程示范標(biāo)準(zhǔn)、技術(shù)管理產(chǎn)出、人才隊(duì)伍保障、產(chǎn)業(yè)發(fā)展載體以及綠色教育場(chǎng)所的重要作用。4、海綿城市雨洪管理理念導(dǎo)向下的大學(xué)園區(qū)規(guī)劃,應(yīng)以保護(hù)生態(tài)敏感區(qū)、促滲防澇、污染防治、雨水資源化利用、降低工程建設(shè)能耗、減少水污染治理費(fèi)用、助力綠色經(jīng)濟(jì)發(fā)展、構(gòu)建LID示范平臺(tái)、提供公共生態(tài)服務(wù)以及打造綠色教育基地等為規(guī)劃目標(biāo),并遵循治水為先原則、集束式開(kāi)發(fā)原則、技術(shù)與景觀相融合原則、系統(tǒng)整合原則和綠色教育可見(jiàn)性原則。5、探討了海綿城市雨洪管理理念導(dǎo)向下的大學(xué)園區(qū)規(guī)劃的主要程序與內(nèi)容,初步提出了現(xiàn)狀建設(shè)條件分析與選址、功能定位與發(fā)展戰(zhàn)略、海綿城市專(zhuān)項(xiàng)規(guī)劃、用地功能組織、道路交通系統(tǒng)、綠化景觀系統(tǒng)、水資源優(yōu)化設(shè)計(jì)以及實(shí)施保障體系等大學(xué)園區(qū)海綿化規(guī)劃的相關(guān)內(nèi)容。6、闡明了海綿城市雨洪管理理念導(dǎo)向下的大學(xué)園區(qū)規(guī)劃設(shè)計(jì)適宜采取的策略,包括基于雨洪管理目標(biāo)的海綿格局構(gòu)建、年徑流總量目標(biāo)分解、LID雨水管理設(shè)施的應(yīng)用、基礎(chǔ)設(shè)施海綿化設(shè)計(jì)以及完善水生態(tài)科普系統(tǒng)。
[Abstract]:The city is facing a lot of Chinese, waterlogging intensifies, water resource shortage, many problems of water pollution and deteriorating ecological environment, produced a series of problems from excessive development in the background of rapid urbanization of water resources, ecological environment protection and ignored contrary to scientific extensive construction mode, with the increasing expansion of the scale of the city. A lot of hard pavement and grey infrastructure led to the increase of impervious surfaces, ecological landscape, river and lake water area shrinking, destruction of natural vegetation, surface water and groundwater circulation by blocking problem. Under this background, the academic circles began to reflect the defects traditional stormwater management model, put forward the sustainable stormwater management model of "sponge city" came into being. University Park is one of the most important city in the region, formed a set of education land, residential land, commercial land, the Use of facilities for road and traffic facilities, parks and industrial use of highly mixed land structure, compared with other types of city, University Park City area is the highest degree of mixing, homogenization and the lowest level of its function and the city landscape are close to the independent small town, which is University Park is known as the "University City". So the construction of University Park sponge has a demonstration effect greatly and experimental significance for the generation and solution of city rainwater problems. At the same time, scientific research training, University Park has the talent, culture and other special features is responsible for promoting social quality, science and culture communication the responsibility of University Park landscape style and the building has become a city brand and name card, to a certain extent represents the image of the city. The University Park to sponge City The application and demonstration of LID rainwater management technology, water ecological environment education and publicity, has great practical significance for the ecological city landscape shaping. Water ecological environment problems this thesis in University Park, through literature research, methods of system research, analyzes the connotation of city theory combing the sponge, sponge city rain the flood management concept, this paper expounds the important functions of the construction of University Park. In this paper, the sponge sponge City stormwater management concept oriented system, discusses the planning target of University Park, principles and main procedures and content, and for the construction of University Park of sponge of the target, principle, function and capacity, put forward the sponge City stormwater management concept of University Park Planning and design strategies. Based on the main conclusions of this paper are as follows: 1, through the analysis of the sponge city theory, put forward the city rainwater sponge The connotation of management concept, namely multi scale theory, theory of adaptability, microcirculation concept, whole process concept and concept of.2 resources, water ecological environment problems in University Park, as well as the current situation of ignoring the utilization of rainwater resource, analyzes the University Park conventional stormwater management and the limitation of the sponge City stormwater management superiority according to.3, University Park, which is a special type of city function, this paper discusses the construction of University Park sponge can provide demonstration engineering standards for sponge city construction, technology management output, personnel security, an important role in the industrial development of the carrier and the green education places.4, University Park Planning sponge City stormwater management concept should be under the guidance of. In order to protect the ecological sensitive areas, pollution prevention, waterlogging penetration, rainwater resource utilization, reduce construction energy consumption, reduce water pollution treatment cost, green economic development, Construction of LID demonstration platform, providing public services and build a green ecological education base for flood control planning objectives, and follow the first principle, cluster development principle, technology and landscape integration principle, integration principle and principle of green education visibility.5, discusses the sponge City stormwater management concept under the guidance of University Park planning major the program and content, put forward preliminary analysis of the status of the construction conditions and location, function orientation and development strategy, sponge City special planning, land function organization, road traffic system, the green landscape system, water resources optimization of park planning and design as well as sponge guarantee system of.6 related content, the sponge City stormwater management under the guidance of the concept of University Park Planning and design appropriate strategies, including the construction of stormwater management pattern based on the target of sponge, the annual runoff target decomposition The application of LID rainwater management facilities, the cavernous design of infrastructure and the improvement of the water ecological science popularization system.
