【摘要】：研究了城市再生水資源項目的投資問題,從企業(yè)的角度出發(fā),權衡各方面影響因子,利用層次分析法(AHP)對社會資本進入城市再生水資源項目的影響因素進行分析,選擇符合投資需求的評價指標,以投資費用、技術可行性、經濟可行性、風險評價、社會效益、環(huán)境效益6項指標作為準則層,以建設投資、運營成本、設備及管理費用等19個指標作為指標層,初步構建社會資本進入城市再生水資源項目的綜合評價體系。通過專家咨詢法確定關鍵指標及其權重,結合相關評價標準及1~9標度法對數(shù)據(jù)進行標準化打分,利用MATLAB對數(shù)據(jù)進行分析處理。結合北京市再生水資源項目投資的綜合評價,結果證明該體系符合行業(yè)投資現(xiàn)狀,可為社會資本進入城市再生水資源項目投資提供參考依據(jù)。
[Abstract]:The investment problem of urban renewable water resources project is studied. From the point of view of the enterprise, the factors affecting the urban renewable water resources project are weighed. Using AHP (Analytic hierarchy process) to analyze the influence factors of social capital entering into urban renewable water resources project, and select the evaluation index according to the investment demand, in order to investment cost, technical feasibility, economic feasibility. Risk assessment, social benefit and environmental benefit are taken as the criterion layer, and 19 indexes such as construction investment, operation cost, equipment and management cost are taken as the index layer. The comprehensive evaluation system of social capital entering into urban renewable water resources project is constructed preliminarily. The key indexes and their weights are determined by expert consultation method. Combined with the relevant evaluation criteria and 1-9 scale method, the data were standardized and analyzed and processed by MATLAB, and the comprehensive evaluation of the investment in Beijing renewable water resources project was carried out. The results show that the system is in line with the current situation of industry investment and can provide a reference for the investment of social capital into urban renewable water resources projects.
