【摘要】：黃河流域地形和地貌相差懸殊,徑流量變幅較大,極易在彎曲、狹窄段卡冰結(jié)壩,壅高水位,造成凌汛災(zāi)害。人民治理黃河70年來,黃河治理開發(fā)保護與管理取得了巨大的成就,黃河凌汛治理與保護效果顯著,并取得了巨大的經(jīng)濟效益。在采用人民治理黃河50 a防凌效益研究成果的基礎(chǔ)上,通過水利工程建設(shè)前后洪水泥沙的對比,并考慮下泄流量變化,對黃河下游近20 a防凌效益進行分析。通過防凌直接效益和間接效益的估算,計算出黃河流域近20 a防凌效益,并估算人民治理黃河70年黃河防凌效益為1 608.58億元。
[Abstract]:The topography and geomorphology of the Yellow River basin are very different, and the runoff varies greatly. It is easy to bend, narrow section of ice and dam, and to build up high water level, resulting in ice flood disaster. People have managed the Yellow River for 70 years. Great achievements have been made in the development, protection and management of the Yellow River, and the effect of the control and protection of the Yellow River ice flood is remarkable. On the basis of adopting the research results of people to control the Yellow River for 50 years, the flood and sediment were compared before and after the construction of water conservancy project, and the change of discharge was considered. Through the estimation of the direct and indirect benefit of the prevention of the ice, the anti-ice benefit of the Yellow River basin for the past 20 years has been calculated. And estimated that people control the Yellow River for 70 years, the benefit of the Yellow River ice prevention is one hundred and sixty billion eight hundred and fifty-eight million yuan.
