【摘要】:隨著科技的進步、社會的發(fā)展,高新的技術(shù)不斷的出現(xiàn),并在人們的日常生活中逐漸推廣和應(yīng)用,發(fā)揮著越來越重要的作用。相對于其他項目而言,高新技術(shù)應(yīng)用所面臨的風(fēng)險因素更多,屬于高風(fēng)險的活動。這些風(fēng)險因素對高新技術(shù)的推廣和應(yīng)用產(chǎn)生了十分不利的影響。低影響開發(fā)技術(shù)(Low Impact Development,LID)作為能夠有效解決我國愈來愈普遍和嚴重的城市內(nèi)澇和面源污染問題的新技術(shù)和新方法,已經(jīng)引起了業(yè)內(nèi)外的廣泛關(guān)注。LID技術(shù)屬于高新技術(shù),該技術(shù)引入國內(nèi)時間較短,人們認知度較低,廣大的工程設(shè)計人員、施工人員、維護人員等專業(yè)技能有所欠缺,與許多高新技術(shù)一樣該技術(shù)在實際應(yīng)用中存在的風(fēng)險較多。本文針對低影響開發(fā)技術(shù)在實踐項目應(yīng)用中,依據(jù)風(fēng)險管理的理論,對低影響開發(fā)技術(shù)的應(yīng)用進行風(fēng)險研究。本文遵循風(fēng)險管理研究的一般步驟,并充分結(jié)合LID技術(shù)的實際應(yīng)用特點,對其在應(yīng)用過程中可能存在的風(fēng)險進行充分識別,并對研究結(jié)果提出合理的應(yīng)對策略。本文采用了多種分析手段對LID技術(shù)項目建設(shè)過程中應(yīng)用風(fēng)險進行分析研究,通過定量模型分析了存在風(fēng)險的優(yōu)先級別,并根據(jù)實踐案例研究對存在的風(fēng)險提出了合理的應(yīng)對策略,期望能為LID技術(shù)項目建設(shè)應(yīng)用過程中的風(fēng)險管理提供一定的經(jīng)驗。本文的主要內(nèi)容包括以下幾點:(1)概述了LID技術(shù)的應(yīng)用和研究現(xiàn)狀,以及風(fēng)險研究對該技術(shù)的重要性。(2)對風(fēng)險、風(fēng)險管理的相關(guān)理論及發(fā)展進行介紹,為下一步研究的進行做準備。(3)通過實際工程現(xiàn)場調(diào)研、專家訪談法、頭腦風(fēng)暴法、德爾菲法等方法進行LID技術(shù)項目建設(shè)應(yīng)用過程中存在的風(fēng)險識別和評價,選取了目前LID技術(shù)項目建設(shè)應(yīng)用中的相對較為重要的10條風(fēng)險,然后利用層次分析法對這些風(fēng)險進行優(yōu)先級排序。(4)最后,按照風(fēng)險的優(yōu)先級別對各個風(fēng)險進行事前處置和事后處置對策兩方面提出風(fēng)險處理意見,強調(diào)風(fēng)險監(jiān)控的必要性,并指出風(fēng)險管理是一個持續(xù)的過程,在風(fēng)險監(jiān)控的過程中,確定風(fēng)險變化,不斷對風(fēng)險進行管理。
[Abstract]:With the progress of science and technology and the development of society, the technology of high and new technology is emerging. It is playing a more and more important role in people's daily life. Compared with other projects, high and new technology applications are faced with more risk factors, which belong to high risk activities. These risk factors have a very negative impact on the promotion and application of high and new technology. Low Impact Development (LID), as a new technology and method that can effectively solve the increasingly serious and widespread problems of urban waterlogging and non-point source pollution in China, has attracted wide attention both inside and outside the industry. LID technology is a new technology. The technology is introduced into China for a relatively short time, and people's cognition is low. The professional skills of engineering designers, builders and maintainers are deficient. As with many new technologies, the technology has many risks in practical applications. In this paper, the low impact development technology in the practical project application, according to the risk management theory, the low impact development technology application risk research. This paper follows the general steps of risk management research, and fully combines the practical application characteristics of LID technology, identifies the risks that may exist in the application process, and puts forward reasonable coping strategies for the research results. The research on the application of risk analysis of LID technology in the project construction process for a variety of analytical methods, through quantitative model analysis of risk priority, and according to the practical case study and put forward reasonable coping strategies for the risks, hoping to provide some experience for the application of risk management in the project construction process of LID technology. The main contents of this paper are as follows: (1) the application and research status of LID technology are summarized, and the importance of risk research to the technology is also summarized. (2) introduce the related theory and development of risk and risk management, and prepare for the next step of research. (3) identify and evaluate risk existing in the application process of LID technology in the construction of the project through the actual project site investigation, expert interviews, brainstorming, Delphy Fa and other methods, the current selection of the construction and application of the LID technology in the project of 10 relatively more important risk, and then prioritize the risk by ahp. (4) finally, for each risk prior treatment and post disposal two aspects put forward countermeasures for risk treatment advice according to the risk priority, the necessity of risk monitoring, and points out that risk management is a continuous process, in the process of risk monitoring, determine the risk change, continue to risk management.
