這項研究驗證了石油的發(fā)現(xiàn)會導(dǎo)致荷蘭疾病綜合癥發(fā)生的速度到底有多快,以及制定的政策是否有助于國家避免發(fā)生荷蘭病。為了避免這種情況的發(fā)生,該研究揭示并提出了強有力的制度政策框架并嚴格的付諸執(zhí)行。沒有強有力的政策制度,將導(dǎo)致行業(yè)表現(xiàn)不佳,忽視其他可能出現(xiàn)資源枯竭癥狀的行業(yè)。加納的石油勘探并沒有完全將經(jīng)濟帶入荷蘭病,但存在早期癥狀的表現(xiàn),例如:農(nóng)業(yè)部門導(dǎo)致國內(nèi)生產(chǎn)總值的下降,其他可交易商品逆差擴大,以及制度政策薄弱。本文將通過從其他資源豐富的國家借用經(jīng)驗來避免加納發(fā)生荷蘭病,這些國家通過執(zhí)行嚴格的政策,避免本國發(fā)生荷蘭病。
