勝利油田技術(shù)人才隊伍建設(shè)研究

【摘要】:作為國有大中型骨干企業(yè),勝利油田地處黃河三角洲,隸屬于中國石油化工集團有限公司,在國民經(jīng)濟尤其是地方經(jīng)濟發(fā)展中具有舉足輕重的影響。近年來,隨著改革開放的推進、市場競爭尤其是國際競爭的加劇,企業(yè)技術(shù)人才的爭奪及人才隊伍建設(shè)問題愈益突出。面對新的環(huán)境條件,不遺余力地加快人才隊伍建設(shè),提升技術(shù)人才隊伍的整體素質(zhì),已成為提升企業(yè)競爭力、實現(xiàn)勝利油田持續(xù)健康發(fā)展的關(guān)鍵所在。本課題立足于這一社會現(xiàn)實,在探索石油企業(yè)技術(shù)人才成長規(guī)律及其技術(shù)人才隊伍特殊性的基礎(chǔ)上,分析了勝利油田的技術(shù)人才隊伍建設(shè)的現(xiàn)狀,并對其存在的主要問題進行了理論和實際的分析,并從思想認識、人才管理制度、人才培養(yǎng)的投入力度、人才成長的內(nèi)部環(huán)境不理想、油區(qū)經(jīng)濟社會環(huán)境以及企業(yè)思想政治工作與配套措施等方面深入探討了制約勝利油田技術(shù)人才隊伍建設(shè)的主要因素。在此基礎(chǔ)上,提出了轉(zhuǎn)變觀念、提高認識、建立具有勝利特色的技術(shù)人才培養(yǎng)與管理制度、加大投入力度、推動技術(shù)人才培養(yǎng)的制度化,營造有利于技術(shù)人才成長的內(nèi)外部環(huán)境以及加強企業(yè)對技術(shù)人才的思想政治工作、完善技術(shù)人才隊伍建設(shè)的配套措施等具體對策。
[Abstract]:As a large and medium-sized state-owned backbone enterprise, Shengli Oilfield is located in the Yellow River Delta and belongs to China Petrochemical Group Co., Ltd., which plays an important role in the national economy, especially in the local economic development. In recent years, with the development of reform and opening up, market competition, especially international competition, has become more and more serious. In the face of the new environmental conditions, it is the key to accelerate the construction of talents and improve the overall quality of the technical talents to promote the competitiveness of enterprises and realize the sustainable and healthy development of Shengli Oilfield. Based on this social reality, this paper analyzes the present situation of the construction of technical talents in Shengli Oilfield on the basis of exploring the law of the growth of technical talents and the particularity of technical talents in petroleum enterprises. The main problems are analyzed theoretically and practically, and the internal environment of talent growth is not ideal from the aspects of ideological understanding, talent management system, investment strength of talent training, internal environment of talent growth. The main factors restricting the construction of technical talents in Shengli Oilfield are discussed in the aspects of economic and social environment, ideological and political work of enterprises and supporting measures. On this basis, the paper puts forward to change the concept, improve the understanding, establish the technical talents training and management system with victorious characteristics, increase the input, and promote the institutionalization of the technical talents training. To build an internal and external environment conducive to the growth of technical talents, to strengthen the ideological and political work of enterprises to technical talents, and to perfect the supporting measures for the construction of technical talents.
