【摘要】:壓縮天然氣(CNG)作為能源供應(yīng)的一種有效方式,以其環(huán)保性、安全性和經(jīng)濟(jì)性,越來(lái)越受到廣泛推廣,CNG加氣母站業(yè)務(wù)也得到快速發(fā)展。由于CNG加氣母站具有運(yùn)行壓力高、易燃易爆、動(dòng)設(shè)備多,間歇性生產(chǎn)、車(chē)輛和人員進(jìn)出頻繁等特點(diǎn),場(chǎng)站的安全生產(chǎn)顯得尤為重要。CNG加氣母站一旦發(fā)生事故,將造成嚴(yán)重的社會(huì)危害和巨大的經(jīng)濟(jì)損失。為此,需要采用有效的危險(xiǎn)辨識(shí)技術(shù)對(duì)CNG加氣母站中潛在的危險(xiǎn)進(jìn)行系統(tǒng)分析,針對(duì)存在的危險(xiǎn),找出有效地解決辦法,防止事故發(fā)生,確保場(chǎng)站安全平穩(wěn)生產(chǎn)。目前,各類危險(xiǎn)性分析技術(shù)和方法已比較完善和成熟,越來(lái)越多的國(guó)內(nèi)外企業(yè)認(rèn)識(shí)到危險(xiǎn)性分析的重要性,并將危險(xiǎn)性分析作為企業(yè)安全生產(chǎn)的一項(xiàng)重要內(nèi)容進(jìn)行開(kāi)展。HAZOP分析技術(shù)以其分析全面、系統(tǒng)、細(xì)致等突出優(yōu)點(diǎn)成為目前危險(xiǎn)性分析領(lǐng)域主要分析方法之一,并逐漸成為許多安全規(guī)范中推薦應(yīng)用的危險(xiǎn)辨識(shí)方法。 本文對(duì)HAZOP分析技術(shù)的現(xiàn)狀和趨勢(shì)、實(shí)施過(guò)程以及風(fēng)險(xiǎn)矩陣等內(nèi)容進(jìn)行了調(diào)查研究,并以中國(guó)石化天然氣分公司第一座成功安全運(yùn)行的加氣母站(山東即墨CNG加氣母站)為研究對(duì)象,建立了CNG加氣母站HAZOP分析模板,對(duì)CNG加氣母站主要生產(chǎn)工藝和設(shè)備進(jìn)行系統(tǒng)分析,分析了偏差產(chǎn)生的原因及后果,并對(duì)后果進(jìn)行了風(fēng)險(xiǎn)評(píng)估,針對(duì)分析出的風(fēng)險(xiǎn)和問(wèn)題,提出了具體、可靠的安全保護(hù)措施和降低風(fēng)險(xiǎn)的建議。通過(guò)HAZOP分析技術(shù)的現(xiàn)場(chǎng)應(yīng)用,即墨加氣母站場(chǎng)站運(yùn)行人員整體安全技能明顯提高,安全管理水平邁入更高水平,2014年即墨加氣母站先后編寫(xiě)完善各類運(yùn)行手冊(cè)3本,新增安全管理制度6項(xiàng),安全操作規(guī)程8項(xiàng),發(fā)現(xiàn)和消除各類隱患100余項(xiàng),未發(fā)生一起安全生產(chǎn)事故,有效保證了場(chǎng)站安全生產(chǎn),取得了良好的效果,也為其他CNG加氣母站建設(shè)和安全運(yùn)行提供了寶貴的經(jīng)驗(yàn)。
[Abstract]:As an effective way of energy supply, compressed natural gas (CNG) has been popularized more and more widely because of its environmental protection, safety and economy. Because CNG gas filling master station has the characteristics of high operating pressure, flammable and explosive, more moving equipment, intermittent production, frequent vehicle and personnel in and out, etc., the safety production of CNG filling master station is especially important once accident occurs. Will cause serious social harm and huge economic losses. Therefore, it is necessary to use effective hazard identification technology to systematically analyze the potential hazards in CNG gas filling bus station, to find out effective solutions to the existing dangers, to prevent accidents and to ensure the safe and stable production of CNG stations. At present, all kinds of risk analysis techniques and methods have been relatively perfect and mature. More and more enterprises at home and abroad have realized the importance of risk analysis. And taking risk analysis as an important part of enterprise safety production, carrying out .HAZOP analysis technology, with its outstanding advantages of comprehensive, systematic and meticulous analysis, has become one of the main analysis methods in the field of risk analysis at present. It has gradually become the recommended hazard identification method in many safety codes. In this paper, the present situation and trend of HAZOP analysis technology, the implementation process and the risk matrix are investigated and studied. The HAZOP analysis template of CNG gas filling master station is established with the first successful and safe gas master station (Shandong Jimo CNG filling master station) as the research object. The main production process and equipment of CNG gas filling master station are systematically analyzed, the causes and consequences of deviation are analyzed, and the risk assessment of the consequences is carried out. Reliable safety measures and risk reduction recommendations. Through the field application of HAZOP analysis technology, the overall safety skills and safety management level of the operators of Jimo gas station are obviously improved, and the safety management level has reached a higher level. In 2014, three copies of all kinds of operation manuals have been compiled and perfected at Jimo gas master station. Six new safety management systems, eight safety operating regulations, more than 100 hidden dangers were found and eliminated, and no safety production accident occurred, which effectively guaranteed the safety of production at the station and achieved good results. It also provides valuable experience for the construction and safe operation of other CNG aerating master stations.
