【摘要】：天然氣和石油資源,作為當(dāng)今社會發(fā)展的基本,是世界各國爭相搶奪開發(fā)的重要戰(zhàn)略資源。中國作為能源生產(chǎn)消費大國,經(jīng)濟發(fā)展迅速,大部分天然氣石油需要從國外進(jìn)口。俄羅斯擁有無論是儲量還是生產(chǎn)量都位于世界前列的天然氣石油資源,是天然氣和石油的生產(chǎn)和出口大國。兩國于歐亞大陸重心地區(qū)接壤,在地緣上有合作的優(yōu)勢。傳統(tǒng)意義上,中國與俄羅斯在政治外交和經(jīng)濟貿(mào)易層面上都有良好的合作經(jīng)歷。兩國在天然氣和石油方面聯(lián)手,取長補短,共同發(fā)展有著水到渠成的基礎(chǔ)。目前的中俄油氣合作發(fā)展既存在機遇,也存在挑戰(zhàn)。俄羅斯目前面臨著國內(nèi)政治經(jīng)濟危機和西方制裁,出口油氣資源成為打造大國國際形象以及維護(hù)國家利益的有力資本。而中國在高速發(fā)展經(jīng)濟的過程中需要大量油氣資源,發(fā)展多元化的油氣資源進(jìn)口戰(zhàn)略有助于維護(hù)國家利益和安全。中俄兩國在油氣資源合作方面有歷史淵源,且擁有天然的基礎(chǔ)和優(yōu)勢。本文以中俄油氣資源合作發(fā)展為題,綜合介紹相關(guān)的理論,從多方面探討兩國的資源概況,相關(guān)政策,合作歷史和現(xiàn)狀,運用資料論證、實例論證和數(shù)據(jù)分析等方法研究分析,從而歸納得出結(jié)論,得出兩國合作的優(yōu)勢和劣勢,進(jìn)而提出中俄油氣資源合作發(fā)展的建議。
[Abstract]:Natural gas and petroleum resources, as the basic of social development, are the important strategic resources of the world. As a large energy producing and consuming country, China's economy is developing rapidly. Most natural gas and oil need to be imported from abroad. Russia has the world's leading natural gas and oil resources, both in reserves and production, and is a major producer and exporter of natural gas and oil. The two countries are bordering on the center of gravity of the Eurasian continent and have an advantage in geographical cooperation. In the traditional sense, China and Russia have good cooperation experience in political diplomacy and economic trade. Natural gas and oil cooperation between the two countries, learn from each other, common development has a natural basis. At present, there are both opportunities and challenges in the development of oil-gas cooperation between China and Russia. Russia is faced with domestic political and economic crisis and western sanctions, and exporting oil and gas resources has become a powerful capital to build the international image of a big country and safeguard its national interests. China needs a large number of oil and gas resources in the process of rapid economic development, and the development of diversified oil and gas resources import strategy helps to safeguard the national interests and security. China and Russia have a history of cooperation in oil and gas resources, and have a natural foundation and advantages. Based on the development of Sino-Russian oil and gas resources cooperation, this paper comprehensively introduces the relevant theories, discusses the general situation of resources, related policies, the history and present situation of cooperation between the two countries, and studies and analyses them by using the methods of data demonstration, case study and data analysis, etc. The conclusion is drawn and the advantages and disadvantages of the cooperation between the two countries are obtained, and the suggestions for the development of Sino-Russian cooperation on oil and gas resources are put forward.
