【摘要】：開(kāi)采石油過(guò)程中,伴有大量的天然氣,多數(shù)情況下會(huì)將其排放到大氣中。為了節(jié)約資源和防止污染環(huán)境,我國(guó)天然氣回收企業(yè)引進(jìn)國(guó)外先進(jìn)的撬裝設(shè)備,來(lái)進(jìn)行天然氣回收作業(yè),但是這方面我國(guó)還不太成熟,安全管理還不健全,而面對(duì)頻發(fā)的事故卻又無(wú)能為力,企業(yè)以往的安全培訓(xùn)沒(méi)有建立在生產(chǎn)過(guò)程系統(tǒng)的危險(xiǎn)源辨識(shí)基礎(chǔ)上,這樣的安全培訓(xùn)不能使得企業(yè)崗位人員接受到全面的、針對(duì)性強(qiáng)的崗位安全風(fēng)險(xiǎn)管控知識(shí)。因此靠過(guò)去經(jīng)驗(yàn)式的進(jìn)行安全教育培訓(xùn)和管理已經(jīng)暴露出很多不足。從國(guó)內(nèi)外先進(jìn)的安全管理方法入手,通過(guò)場(chǎng)站實(shí)地考察,由經(jīng)驗(yàn)豐富人員介紹,選擇合適的危險(xiǎn)源辨識(shí)方法,系統(tǒng)的辨識(shí)場(chǎng)站內(nèi)的安全風(fēng)險(xiǎn),對(duì)辨識(shí)結(jié)果進(jìn)行評(píng)價(jià),判斷其可接受性,然后制定出相對(duì)應(yīng)的控制措施,建立安全風(fēng)險(xiǎn)控制信息數(shù)據(jù)庫(kù),并對(duì)其進(jìn)行動(dòng)態(tài)管理與更新,確保數(shù)據(jù)庫(kù)內(nèi)容與企業(yè)發(fā)展同步。以安全風(fēng)險(xiǎn)控制信息數(shù)據(jù)庫(kù)為依托,開(kāi)發(fā)出相應(yīng)的安全培訓(xùn)管控工具。安全生產(chǎn)培訓(xùn)工作作為安全管理中的重要一環(huán),分析企業(yè)崗位安全風(fēng)險(xiǎn)管控培訓(xùn)需求,制作出各類(lèi)培訓(xùn)課程,開(kāi)發(fā)出考試試題題庫(kù),利用信息技術(shù)開(kāi)發(fā)培訓(xùn)與考試信息系統(tǒng),開(kāi)展對(duì)員工的系統(tǒng)培訓(xùn),而且維持系統(tǒng)動(dòng)態(tài)更新,保證了安全風(fēng)險(xiǎn)信息的更新,進(jìn)而提高企業(yè)的安全管理水平。
[Abstract]:Oil production is accompanied by a large amount of natural gas, which in most cases is released into the atmosphere. In order to save resources and prevent pollution of the environment, our natural gas recovery enterprises introduce foreign advanced prying equipment to carry out natural gas recovery operations. However, in this respect, our country is not very mature and its safety management is not perfect. In the face of frequent accidents, however, there is nothing that can be done. The safety training of enterprises in the past was not based on the identification of hazard sources in production process systems. Such safety training could not make the employees of enterprises receive comprehensive security training. Strong knowledge of job safety risk management. Therefore, safety education training and management based on the past experience has exposed many shortcomings. Starting from the advanced safety management methods at home and abroad, through field investigation, introducing by experienced personnel, selecting the appropriate method of hazard source identification, the system identifies the safety risk in the station, and evaluates the identification results. The acceptability of the database is judged, then the corresponding control measures are worked out, and the database of security risk control information is established, and the database is dynamically managed and updated to ensure that the database content is synchronized with the development of the enterprise. Based on the security risk control information database, the corresponding safety training management tools are developed. Safety production training is an important part of safety management. It analyzes the training demand of safety risk management in enterprises, makes out all kinds of training courses, develops examination question bank, and develops training and examination information system by using information technology. The systematic training of employees and the maintenance of dynamic updating of the system ensure the update of the security risk information and improve the safety management level of the enterprise.
