    前言：石油是中國能源安全的核心問題 ,隨著我國石油供應對外依賴程度的增大 ,石油安全問題越來越突出 ,將會成為我國 2 1世紀經(jīng)濟、社會可持續(xù)發(fā)展面臨的一個重要問題。我國是海洋油氣資源豐富的國家 ,廣闊的海域中分布著近 10 0× 10 4 km2 的含油沉積盆地 ,近海石油資源量為 2 4 0× 10 8t ,天然氣資源量為 14 0× 10 12 m3。海洋油氣資源的開發(fā)利用 ,將能部分解決我國油氣資源進口數(shù)量。本文討論了解決石油安全的四種模式 ,對我國油氣安全的國際和國內(nèi)條件進行了分析 ,提出了解決我國油氣安全的戰(zhàn)略對策。
