In China, petroleum is the very core of the subject on the energy security With the argument of the external dependence degree of petroleum accommodation, the problem of petroleum security becomes more and more prominent It will be an important problem of the sustainable development of economy and society in the 21st century in China China is a country which is richin marine oil and gas resources There are nearly 100×10 4 km 2 oil bearing sedimentary basins, 240×10 8 t offshore oil resources, 14 0×10 12 m 3 natural gas resources, 12×10 8 t geological reserves of oil and 2350×10 8 m 3 natural gas in the vast maritime space The exploition and utilization of marine oil and gas resources can partly solve the quantity of import on oil and gas resources This article discusses some patterns of security such as self supported security,exoteric security,substitute security and developing abroad pattern and so on And the connotation and conditions of developing abroad pattern are discussed particularly The international and domestic conditions on petroleum security and natural gas security are analyzed At the same time, the tactic countermeasures on how to solve the problem of oil and natural gas are put forward:(1)to quicken the prospection of oil and gas resources of land and sea, increase geologic reserves and proven exploitable reserves of oil and gas;(2)to establish national petrolic tactic repertory and the repertory bases quickly; (3)to improve international environment of the neighbouring countries and import oil and gas resources from abroad which serve as a channel for developing multiple import in the future;(4)to raise the position of natural gas in the structure of energy resources, the ratio of replacing petroleum with gas is added;and (5)to quicken the pace of constructing imported crude oil transportation guarantee syetem import petroleum

石油是中國(guó)能源安全的核心問(wèn)題 ,隨著我國(guó)石油供應(yīng)對(duì)外依賴程度的增大 ,石油安全問(wèn)題越來(lái)越突出 ,將會(huì)成為我國(guó) 2 1世紀(jì)經(jīng)濟(jì)、社會(huì)可持續(xù)發(fā)展面臨的一個(gè)重要問(wèn)題。我國(guó)是海洋油氣資源豐富的國(guó)家 ,廣闊的海域中分布著近 10 0× 10 4 km2 的含油沉積盆地 ,近海石油資源量為 2 4 0× 10 8t ,天然氣資源量為 14 0× 10 12 m3。海洋油氣資源的開(kāi)發(fā)利用 ,將能部分解決我國(guó)油氣資源進(jìn)口數(shù)量。本文討論了解決石油安全的四種模式 ,對(duì)我國(guó)油氣安全的國(guó)際和國(guó)內(nèi)條件進(jìn)行了分析 ,提出了解決我國(guó)油氣安全的戰(zhàn)略對(duì)策。

Mooring foundations are important parts of a mooring system in deep-water offshore engineering. With the rapid exploitation of ocean resources especially of oil and gas, the key techniques of deep-water mooring system are becoming more and more important over the world. The vertically loaded anchor (VLA) is a new type of mooring foundations for deep-water exploitation of ocean resources. The application, performance, working mechanism, installation and reuse, and computational method are briefly described in this paper. It is expected that the paper is helpful to researchers to understand further the updated key techniques of deep-water mooring system of the world, and hence it can stimulate the research and development of our domestic deep-water mooring system.

Opening a new field of deep-water oil-gas exploitation and realizing high-efficiency and economizing development of boundary oil-gas is an important path to improving sustainable capability of oil-gas and guarantee oil-gas safety.China has a weak foundation of deep-water oil-gas exploitation techniques,and does not have conditions to exploit deep water oil-gas during the 11~(th) Five-Year Plan.According to the characteristics of China's sea area,a part of the focal technical problems can be selected and tackled by relative important measures during the 11~(th) Five-Year Plan so that technical transformation of ocean oil-gas exploitation from coastal waters to the deep water can be realized and those techniques will provide"high technical support to the overall exploitation of sea area resources.Taking ocean oil-gas exploitation techniques as objects,the article analyzes both inner and outer environmental conditions from the aspects of oil-gas resources exploitation status,technical development and trend and national and economic demands,and pases challenges in the field of oil-gas resources technologies and points out the gap between international standards.Besides,the article analyzes technologies and foreign monopoly technologies that become the bottleneck for technical and relative oil industry development,and finally put,forward strategic goals and modes of ocean resources exploitation technical development.

開(kāi)辟深水油氣勘探開(kāi)發(fā)領(lǐng)域、實(shí)現(xiàn)邊際油田的高效和經(jīng)濟(jì)開(kāi)發(fā)是提高油氣后續(xù)發(fā)展能力,保障油氣資源安全的重要途徑之一。我國(guó)在深水油氣勘探開(kāi)發(fā)技術(shù)方面基礎(chǔ)較薄弱,在“十一五”期間尚不具備開(kāi)發(fā)深水油氣的條件。因此“十一五”期間需針對(duì)我國(guó)海域特點(diǎn)選擇部分關(guān)鍵技術(shù)進(jìn)行重點(diǎn)攻關(guān),實(shí)現(xiàn)我國(guó)海洋油氣開(kāi)發(fā)由近海向深水的技術(shù)轉(zhuǎn)移,為實(shí)現(xiàn)全海域資源開(kāi)發(fā)提供高技術(shù)支撐。本文以海洋油氣資源開(kāi)發(fā)技術(shù)為對(duì)象,從海洋油氣資源及其勘探開(kāi)發(fā)狀況、國(guó)內(nèi)外技術(shù)發(fā)展現(xiàn)狀和趨勢(shì)、國(guó)家及社會(huì)經(jīng)濟(jì)需求等方面進(jìn)行內(nèi)外部環(huán)境條件分析,提出了我國(guó)海洋油氣資源技術(shù)領(lǐng)域所面臨的挑戰(zhàn)以及與國(guó)際水平的差距,并對(duì)制約我國(guó)該技術(shù)領(lǐng)域和相關(guān)油氣產(chǎn)業(yè)發(fā)展的瓶頸技術(shù)、國(guó)外壟斷技術(shù)進(jìn)行了分析,最終提出我國(guó)海洋資源開(kāi)發(fā)技術(shù)發(fā)展的戰(zhàn)略目標(biāo)和戰(zhàn)略模式。
