【摘要】:石油管道企業(yè)肩負(fù)著我國(guó)油氣資源運(yùn)輸?shù)闹匾蝿?wù),其科學(xué)技術(shù)水平與我國(guó)油氣資源活動(dòng)緊密相關(guān)。盡管石油管道企業(yè)加大了對(duì)其科技項(xiàng)目的投入力度,但依舊存在效率低下等問(wèn)題,不利于石油管道企業(yè)的長(zhǎng)期發(fā)展。因此,如何科學(xué)準(zhǔn)確的、形成針對(duì)性強(qiáng)的評(píng)價(jià)系統(tǒng)對(duì)我國(guó)石油管道企業(yè)科技項(xiàng)目的績(jī)效進(jìn)行測(cè)算分析,從而實(shí)現(xiàn)對(duì)其科研潛力充分發(fā)掘使其科研實(shí)力和科研績(jī)效有顯著提升,已經(jīng)逐漸成為一個(gè)相對(duì)重要的研究課題。本文以石油管道企業(yè)科技項(xiàng)目為研究對(duì)象,根據(jù)現(xiàn)有的相關(guān)研究成果進(jìn)行總結(jié)分析,結(jié)合企業(yè)的實(shí)際情況,對(duì)石油管道企業(yè)科技項(xiàng)目績(jī)效進(jìn)行研究。首先,界定了石油管道企業(yè)科技項(xiàng)目績(jī)效評(píng)價(jià)的相關(guān)概念,分析了三階段DEA評(píng)價(jià)方法對(duì)石油管道企業(yè)科技項(xiàng)目績(jī)效評(píng)價(jià)研究的適用性,為下文提供理論依據(jù)。其次,在理論基礎(chǔ)上從產(chǎn)出,投入,環(huán)境角度出發(fā)構(gòu)建石油管道企業(yè)科技項(xiàng)目績(jī)效評(píng)價(jià)模型,為下文的例證分析奠定基礎(chǔ)。然后,在理論及模型基礎(chǔ)上以某石油管道企業(yè)的科技項(xiàng)目為例進(jìn)行應(yīng)用研究。研究結(jié)果表明,三階DEA模型評(píng)價(jià)方法對(duì)我國(guó)石油管道企業(yè)科技項(xiàng)目績(jī)效評(píng)價(jià)研究具有較強(qiáng)的可行性和適用性,能夠有效地實(shí)現(xiàn)對(duì)石油管道企業(yè)科技項(xiàng)目的績(jī)效水平進(jìn)行綜合評(píng)價(jià),為石油管道企業(yè)科技項(xiàng)目準(zhǔn)確把握其項(xiàng)目績(jī)效情況提供有力依據(jù),為相關(guān)領(lǐng)域的績(jī)效評(píng)價(jià)研究提供一定的參考和借鑒。
[Abstract]:The petroleum pipeline enterprises shoulder the important task of oil and gas resources transportation in China, and their scientific and technological level is closely related to the oil and gas resources activities in China.Although oil pipeline enterprises have increased their investment in scientific and technological projects, there are still some problems, such as inefficiency, which is not conducive to the long-term development of oil pipeline enterprises.Therefore, how to scientifically and accurately form a targeted evaluation system to measure and analyze the performance of scientific and technological projects of oil pipeline enterprises in our country, so as to fully explore its scientific research potential and improve its scientific research strength and performance significantly.It has gradually become a relatively important research topic.This paper takes the petroleum pipeline enterprise science and technology project as the research object, carries on the summary analysis according to the existing related research result, unifies the enterprise actual situation, carries on the research to the petroleum pipeline enterprise science and technology project performance.Firstly, this paper defines the related concepts of the performance evaluation of the oil pipeline enterprise's science and technology project, and analyzes the applicability of the three-stage DEA evaluation method to the research of the oil pipeline enterprise's science and technology project performance evaluation, which provides the theoretical basis for the following.Secondly, on the basis of theory, the paper constructs the performance evaluation model of oil pipeline enterprise from the point of view of output, input and environment, which lays a foundation for the following illustration analysis.Then, on the basis of theory and model, the application research is carried out with the example of a certain oil pipeline enterprise's science and technology project.The results show that the third order DEA model evaluation method is feasible and applicable to the research on the performance evaluation of the science and technology projects of the petroleum pipeline enterprises in China.It can effectively realize the comprehensive evaluation of the performance level of the scientific and technological projects of the oil pipeline enterprises, and provide a strong basis for the scientific and technological projects of the oil pipeline enterprises to accurately grasp the performance of their projects.To provide certain reference and reference for the research of performance evaluation in related fields.
