【摘要】：油田企業(yè)物資采購具有采購品種繁雜、數(shù)量多、金額大等特點(diǎn),因此加強(qiáng)物資采購管理始終是油田企業(yè)管理環(huán)節(jié)重要的一環(huán)。雖然油田企業(yè)高度重視物資采購管理,主要采招標(biāo)采購方式,但在招標(biāo)采購過程仍然存在相關(guān)法律法規(guī)和制度執(zhí)行不到位、授權(quán)管理作用發(fā)揮不到位和監(jiān)督管理不到位的問題。解決這些問題既是今后油田物資招標(biāo)采購管理需要面對的重要課題,也是油田物資招標(biāo)采購管理工作的方向。因此,研究油田物資招標(biāo)采購問題及其改進(jìn)措施具有現(xiàn)實(shí)意義和應(yīng)用價(jià)值。論文從油田物資招標(biāo)采購管理的視角,運(yùn)用文獻(xiàn)法和問卷調(diào)查法,研究影響油田物資招標(biāo)采購的因素、A油田企業(yè)物資招標(biāo)采購存在的主要問題及其原因和改進(jìn)措施。當(dāng)前影響油田物資招標(biāo)采購的因素主要有物資屬性描述、招標(biāo)組織、評標(biāo)方法、供應(yīng)商管理、管理人素質(zhì)與能力;A油田企業(yè)物資招標(biāo)采購存在的主要問題有物資屬性描述錯(cuò)誤、招標(biāo)組織管理不協(xié)調(diào)、評標(biāo)失誤、供應(yīng)商管理不到位和管理人員失誤與能力不足等;在此基礎(chǔ)上,提出了A油田企業(yè)物資招標(biāo)采購的改進(jìn)措施,主要有精準(zhǔn)采購物資屬性描述、精細(xì)招標(biāo)方案編制、細(xì)化評標(biāo)系統(tǒng)、強(qiáng)化供應(yīng)商管理和加強(qiáng)管理隊(duì)伍建設(shè)等。論文以A油田企業(yè)為樣本,而該樣本企業(yè)在行業(yè)內(nèi)具有典型性和代表性,因此對該企業(yè)物資招標(biāo)采購問題及其改進(jìn)措施的研究能為其它油田企業(yè)提供借鑒。
[Abstract]:Material procurement in oil field enterprises is characterized by a variety of procurement varieties, large quantities and large amounts of money. Therefore, it is always an important link in the management of oil field enterprises to strengthen the management of materials procurement, although oil field enterprises attach great importance to the management of materials procurement. The main means of procurement are tendering, but there are still some laws, regulations and systems that are not in place in the process of bidding and purchasing. To solve these problems is not only an important subject to be faced with in the future bidding procurement management of oilfield materials, but also the direction of the management of bidding procurement of oil field materials. It is of practical significance and practical value to study the procurement of oil field materials by bidding and improving measures. From the perspective of the management of bidding procurement of oil field materials, the paper applies the method of literature and questionnaire survey. This paper studies the factors that affect the procurement of oil field materials by bidding. The main problems, causes and improvement measures of the bidding procurement of materials in A oilfield enterprises are studied. At present, the main factors that affect the bidding procurement of oil fields are the description of material attributes and the organization of bidding. The main problems in bidding evaluation methods, supplier management, quality and ability of managers in the bidding and purchasing of materials in the A oilfield enterprises are the misdescription of material attributes, the incoordination of bidding organization and management, and the failure of bid evaluation. On the basis of this, the improvement measures of material bidding and purchasing in A oilfield enterprise are put forward, which mainly include accurate material attribute description, fine bidding scheme preparation, and so on. Detailed bid evaluation system, strengthen supplier management and strengthen management team construction. The paper takes A oilfield enterprise as the sample, and the sample enterprise is typical and representative in the industry. Therefore, the study on the procurement of materials by bidding and its improvement measures can be used for reference by other oil field enterprises.
