基于系統(tǒng)工程的湄公河?xùn)|部開發(fā)和規(guī)劃的研究

  柬埔寨首都金邊目前正面臨城市化問題,包括城市密度迅速擴大、就業(yè)需求增加、交通擁堵、住房短缺、城市基礎(chǔ)設(shè)施短缺、破舊的城市空間布局。這些問題需妥善和有效地解決。在當(dāng)前城市河(湄公河)對岸創(chuàng)建一個新的開發(fā)區(qū)-城市,可以作為解決方案之一。然而,建設(shè)新的城市被認為是一個龐大的復(fù)雜系統(tǒng)工程,涉及許多復(fù)雜的過程,并需要經(jīng)過規(guī)劃和設(shè)計的深入研究。系統(tǒng)工程理論被應(yīng)用到本研究-新城開發(fā),因為廣泛認為它是規(guī)劃、設(shè)計技術(shù)、方法、思想和大型復(fù)雜系統(tǒng)的首選業(yè)務(wù)策略。盡管系統(tǒng)工程考慮到了利益相關(guān)者的業(yè)務(wù)和技術(shù)需求,但它們的目標是提供一個高質(zhì)量的產(chǎn)品-新工業(yè)城市,滿足利益相關(guān)者的所有需求。系統(tǒng)工程范式(EIA-632)程序在城市的規(guī)劃、設(shè)計過程中被描述。此外,系統(tǒng)工程的生命周期模型(V)被用于系統(tǒng)分解以及系統(tǒng)驗證和測試;旧,系統(tǒng)工程推動了過程工具,將利益相關(guān)者所期望的實力轉(zhuǎn)化為一個相互關(guān)聯(lián)的設(shè)計規(guī)范化的結(jié)構(gòu)化系統(tǒng)。此工作是反復(fù)并在一個嚴格的框架內(nèi)執(zhí)行,在約束條件下維護所需的操作實力。新城開發(fā)系統(tǒng)初始部分研究到子系統(tǒng)(分區(qū))的概念規(guī)劃、設(shè)計以及區(qū)域功能研究。城市設(shè)計過程的結(jié)果有助于定義良好的需求,然后一個概念性的...
