【摘要】：城市化是當(dāng)今人類社會(huì)發(fā)展的一大趨勢。西方發(fā)達(dá)國家的城市化很大程度上是工業(yè)化的自然產(chǎn)物,而我國由于時(shí)代背景和國情的差異,政府對城市化進(jìn)程的干預(yù)明顯,“城市化”很大程度上被作為政府的一種決策和經(jīng)濟(jì)社會(huì)發(fā)展戰(zhàn)略,而并非工業(yè)化的自發(fā)產(chǎn)物。 浙江作為沿海經(jīng)濟(jì)大省,其巨大的經(jīng)濟(jì)能量和快速城市化使其在國內(nèi)占據(jù)重要地位。浙江省城市化道路上的戰(zhàn)略決策和理論探索很多具有開拓性,對這些內(nèi)容的研究將為長江三角洲、東南沿海、以至于全國的城市化發(fā)展提供重要的可操作的實(shí)踐借鑒,對浙江城市化理論探索的總結(jié)和提煉也將是對已有中國城市化理論研究的補(bǔ)充。此外,論文系統(tǒng)梳理改革開放到今天的浙江城市化戰(zhàn)略及理論演變脈絡(luò),從歷史的維度梳理浙江的城市化戰(zhàn)略演變規(guī)律及理論實(shí)踐發(fā)展,具有較大的創(chuàng)新意義。 論文從城市化戰(zhàn)略及城市化相關(guān)理論的歷史回顧出發(fā),結(jié)合浙江城市化歷史背景及城市化歷程,從較長的時(shí)間維度研究浙江省城市化戰(zhàn)略的演變,最終總結(jié)出“小城鎮(zhèn)、縣域塊狀經(jīng)濟(jì)戰(zhàn)略”、“城市化戰(zhàn)略”、“新型城市化戰(zhàn)略”三大戰(zhàn)略階段。并對每一階段的城市化相關(guān)理論和實(shí)踐的探索圍繞城市化模式、動(dòng)力機(jī)制、空間過程、制度建設(shè)、區(qū)域與城市規(guī)劃創(chuàng)新等方面進(jìn)行總結(jié)和提煉,在此基礎(chǔ)上提出浙江省下一步城市化戰(zhàn)略決策的建議。
[Abstract]:Urbanization is a major trend in the development of human society. Urbanization in western developed countries is to a large extent the natural product of industrialization. However, due to the differences in the background and national conditions of the times, the government's intervention in the process of urbanization is obvious. "urbanization" is largely regarded as a decision-making and economic and social development strategy of the government, rather than a spontaneous product of industrialization. Zhejiang, as a coastal economic province, its huge economic energy and rapid urbanization make it occupy an important position in China. Many strategic decisions and theoretical explorations on the road of urbanization in Zhejiang Province are pioneering. The study of these contents will provide important practical reference for the development of urbanization in the Yangtze River Delta, southeast coastal areas, and even the whole country. The summary and extraction of urbanization theory exploration in Zhejiang Province will also be a supplement to the existing theoretical research on urbanization in China. In addition, the paper systematically combs the evolution of Zhejiang urbanization strategy and theory from the reform and opening up to the present, and combs the evolution law and theoretical practice development of Zhejiang urbanization strategy from the historical dimension, which is of great innovative significance. Based on the historical review of urbanization strategy and related theories, combined with the historical background and process of urbanization in Zhejiang Province, this paper studies the evolution of urbanization strategy in Zhejiang Province from a long time dimension, and finally summarizes three strategic stages: "small town, county block economy strategy", "urbanization strategy" and "new urbanization strategy". The theory and practice of urbanization in each stage are summarized and refined around the aspects of urbanization model, dynamic mechanism, spatial process, system construction, regional and urban planning innovation, and on this basis, some suggestions for the next strategic decision of urbanization in Zhejiang Province are put forward.
