【摘要】：當(dāng)前,我國城鎮(zhèn)化的快速推進(jìn),一方面極大促進(jìn)了經(jīng)濟(jì)社會(huì)發(fā)展,另一方面,城市建成區(qū)規(guī)模的迅速擴(kuò)張,也導(dǎo)致了交通擁堵、城市熱島效應(yīng)、生態(tài)環(huán)境惡化等“城市病”。在此背景下,近年來國內(nèi)有關(guān)城市生態(tài)規(guī)劃的理論研究與實(shí)踐正逐步興起,在積極倡導(dǎo)生態(tài)倫理價(jià)值觀、探索人與自然和諧發(fā)展等方面具有十分重要的意義。然而我們也應(yīng)當(dāng)看到,一方面城市生態(tài)規(guī)劃實(shí)踐風(fēng)生水起,另一方面,城市生態(tài)環(huán)境整體惡化的趨勢未得到根本遏制,由此反映出生態(tài)規(guī)劃失效的問題。正是基于這一點(diǎn),本文希望通過分析當(dāng)前規(guī)劃編制體系下生態(tài)失效的根源,找到解決問題的突破點(diǎn),探索提高城市規(guī)劃生態(tài)實(shí)效性的方法。 本文以杭州市規(guī)劃實(shí)踐作為研究對(duì)象,在分析國內(nèi)外城市規(guī)劃生態(tài)化相關(guān)理論與實(shí)踐的基礎(chǔ)上,從法定規(guī)劃與生態(tài)規(guī)劃編制體系的關(guān)系出發(fā),分析杭州現(xiàn)行規(guī)劃編制體系下的“生態(tài)失效”問題。進(jìn)而,基于現(xiàn)有理論提出城市規(guī)劃生態(tài)化的解決思路,并對(duì)其概念與內(nèi)涵進(jìn)行重新解讀,指出“系統(tǒng)化融合”是提高生態(tài)規(guī)劃實(shí)效性的重要途徑。最后,從規(guī)劃編制過程的角度,研究規(guī)劃融合的總體架構(gòu),并針對(duì)總體規(guī)劃和詳細(xì)規(guī)劃層面,探討“系統(tǒng)化融合”的具體實(shí)現(xiàn)途徑。
[Abstract]:At present, the rapid development of urbanization in China, on the one hand, greatly promotes the economic and social development, on the other hand, the rapid expansion of the scale of built-up urban areas, but also leads to traffic congestion, urban heat island effect, ecological environment deterioration and other "urban diseases". In this context, in recent years, the theoretical research and practice of urban ecological planning in China is gradually rising, and it is of great significance to actively advocate ecological ethical values and explore the harmonious development of man and nature. However, we should also see that on the one hand, urban ecological planning practices wind and water, on the other hand, the overall deterioration of urban ecological environment has not been fundamentally contained, which reflects the failure of ecological planning. Based on this point, this paper hopes to find a breakthrough point to solve the problem by analyzing the causes of ecological failure under the current planning system, and to explore the ways to improve the ecological effectiveness of urban planning. This article takes Hangzhou city planning practice as the research object, on the basis of analyzing the related theory and practice of urban planning ecology at home and abroad, starting from the relationship between statutory planning and ecological planning compilation system, This paper analyzes the problem of "ecological failure" under the current planning system in Hangzhou. Furthermore, based on the existing theories, this paper puts forward the solution of ecological urban planning, re-interprets its concept and connotation, and points out that "systematic integration" is an important way to improve the effectiveness of ecological planning. Finally, from the point of view of planning preparation process, this paper studies the overall framework of planning and integration, and probes into the concrete ways of realizing "systematic integration" in view of the overall planning and detailed planning.
