【摘要】：隨著“走出去”戰(zhàn)略的實(shí)施,越來越多的中國企業(yè)走出國門,到世界各地總承包各類項(xiàng)目。而作為總承包項(xiàng)目中很重要的消防工程,因?yàn)槠涮厥庑?也開始逐漸引入總承包模式。但由于國內(nèi)企業(yè)在海外項(xiàng)目消防總承包工程中的實(shí)踐剛處于起步階段,對(duì)陌生環(huán)境下的風(fēng)險(xiǎn)認(rèn)識(shí)也不足,很容易對(duì)風(fēng)險(xiǎn)失去控制,導(dǎo)致項(xiàng)目出現(xiàn)不同程度的損失。本文旨在通過海外項(xiàng)目消防總承包工程的風(fēng)險(xiǎn)分析,增強(qiáng)項(xiàng)目的整體風(fēng)險(xiǎn)管理能力。 本文分析了海外項(xiàng)目消防總承包工程的重要意義和特殊性,并分解了項(xiàng)目具體工作范圍和流程。通過系統(tǒng)法,對(duì)海外項(xiàng)目消防總承包工程的風(fēng)險(xiǎn)進(jìn)行了全程識(shí)別,并歸納為和其它海外總承包項(xiàng)目的共性風(fēng)險(xiǎn)及消防總承包工程的特殊風(fēng)險(xiǎn)兩大類。根據(jù)風(fēng)險(xiǎn)四種應(yīng)對(duì)原則和AHP層次分析法,分別為識(shí)別出的風(fēng)險(xiǎn)提出了相應(yīng)的應(yīng)對(duì)策略。 本文著重闡述了消防總承包工程的特殊風(fēng)險(xiǎn),分別為消防標(biāo)準(zhǔn)風(fēng)險(xiǎn),認(rèn)證風(fēng)險(xiǎn)和客戶特殊要求及自然條件約束導(dǎo)致的三大風(fēng)險(xiǎn)源。在充分分析特殊風(fēng)險(xiǎn)的基礎(chǔ)上,為海外項(xiàng)目消防總承包工程如何有效控制其特殊風(fēng)險(xiǎn)設(shè)定了風(fēng)險(xiǎn)控制流程,以降低這些風(fēng)險(xiǎn)。 本文最后結(jié)合沙特拉比格電廠項(xiàng)目案例,對(duì)消防總承包工程的風(fēng)險(xiǎn)進(jìn)行了實(shí)證分析,實(shí)例證明本文的風(fēng)險(xiǎn)分析和應(yīng)對(duì)研究是行之有效地,希望有助于消防總承包企業(yè)對(duì)海外項(xiàng)目總承包項(xiàng)目的風(fēng)險(xiǎn)了解,并為控制風(fēng)險(xiǎn)提供有益參考。
[Abstract]:With the implementation of "going out" strategy, more and more Chinese enterprises go abroad and contract all kinds of projects all over the world. As a very important fire protection project in general contracting project, because of its particularity, general contract mode is gradually introduced. However, the practice of domestic enterprises in the overseas project fire fighting general contract project is just at the initial stage, and the risk awareness of the unfamiliar environment is also insufficient, it is easy to lose control of the risk, resulting in different degrees of loss of the project. The purpose of this paper is to strengthen the overall risk management ability of overseas projects through the risk analysis of the project. This paper analyzes the significance and particularity of the overseas project fire control general contract project, and decomposes the specific work scope and flow of the project. Through the systematic method, the risk of overseas project fire control general contract project is identified in the whole process, and it is classified into two categories: common risk and special risk of fire fighting general contract project and other overseas general contract project. According to the four coping principles of risk and the AHP analytic hierarchy process, the corresponding strategies are put forward for the identified risks. In this paper, the special risk of fire control general contract project is expounded, which is the three major risk sources, which are the fire protection standard risk, the certification risk, the customer's special requirement and the restriction of natural conditions. Based on the analysis of the special risks, the paper sets up the risk control flow for how to effectively control the special risks of the overseas projects, so as to reduce these risks. In the end, the paper analyzes the risk of the fire fighting general contract project with the case of Saudar Rabige Power Plant, and proves that the risk analysis and response research are effective in this paper. It is hoped that it will be helpful for the fire fighting general contracting enterprises to understand the risks of overseas projects and to provide useful reference for controlling the risks.
