【摘要】：目前我國已經(jīng)初步形成了綠色建筑評價(jià)體系的框架。但在評價(jià)體系的實(shí)際執(zhí)行中,僅在少數(shù)省份得到執(zhí)行,且執(zhí)行效果并不明顯。本文為探究我國綠色建筑評價(jià)體系政策執(zhí)行的問題,采取多案例研究方法,對英國BREEAM、美國LEED、日本CASBEE和新加坡Green Mark的政策執(zhí)行案例進(jìn)行梳理和討論,提取綠色建筑評價(jià)體系政策執(zhí)行的影響因素,并就各影響因素之間的互動(dòng)關(guān)系進(jìn)行探討,總結(jié)出了以社會為導(dǎo)向的政策執(zhí)行方式和以政府為導(dǎo)向的政策執(zhí)行方式,并有效借鑒各國綠色建筑評價(jià)體系政策執(zhí)行的經(jīng)驗(yàn),提出針對我國評價(jià)體系政策執(zhí)行的具體原則和建議,以期為政府部門推動(dòng)我國綠色建筑評價(jià)體系的政策執(zhí)行提供科學(xué)依據(jù)和政策指導(dǎo)。 首先,本文在國內(nèi)外就綠色建筑評價(jià)體系政策執(zhí)行的影響因素的相關(guān)理論研究和實(shí)踐成果的基礎(chǔ)上,對綠色建筑評價(jià)體系政策執(zhí)行的影響因素進(jìn)行了理論上的分析,有效提取出了影響綠色建筑評價(jià)體系政策執(zhí)行的主要影響因素維度,包括政策自身的完善程度、執(zhí)行機(jī)構(gòu)的執(zhí)行力、目標(biāo)群體的接受程度以及政策環(huán)境的適宜性,且各影響因素間存存一定相互作用關(guān)系,構(gòu)建理論研究框架。其次,在理論框架的基礎(chǔ)上,從多案例研究的視角,構(gòu)建、分析英國BREEAM、美國LEED、日本CASBEE和新加坡Green Mark的政策執(zhí)行案例,并在四類影響因索維度下有效提取了綠色建筑評價(jià)體系政策執(zhí)行的各二級影響因素指標(biāo)。第三,根據(jù)政策執(zhí)行過程理論中各影響因素之間的互動(dòng)關(guān)系,提取了四組影響因素的互動(dòng)關(guān)系進(jìn)行分析探討,總結(jié)出了各國綠色建筑評價(jià)體系政策執(zhí)行的兩種主要方式,一是以社會為導(dǎo)向的政策執(zhí)行方式,第三部門主導(dǎo)政策的執(zhí)行,市場的運(yùn)作貫穿執(zhí)行過程始終；二是以政府為導(dǎo)向的政策執(zhí)行方式,政府部門以強(qiáng)制力主導(dǎo)了政策執(zhí)行的全過程。 最后,在分析的基礎(chǔ)上,對我國綠色建筑評價(jià)體系政策執(zhí)行的現(xiàn)狀進(jìn)行了梳理,提出了我國綠色建筑評價(jià)體系政策執(zhí)行中應(yīng)堅(jiān)持的四項(xiàng)基本原則,并結(jié)合不同導(dǎo)向的綠色建筑評價(jià)體系政策執(zhí)行的經(jīng)驗(yàn),提出我國以政府為主導(dǎo),充分發(fā)揮市場作用,漸進(jìn)式推動(dòng)綠色建筑評價(jià)體系政策執(zhí)行的一系列政策建議。
[Abstract]:At present, China has initially formed the framework of green building evaluation system. But in the actual implementation of the evaluation system, only in a few provinces, and the implementation effect is not obvious. In order to explore the policy implementation of green building evaluation system in China, this paper adopts a multi-case study method to sort out and discuss the policy implementation cases of LEED, Japan CASBEE and Singapore Green Mark in the United Kingdom, BREEAM, the United States of America, and Singapore. The influencing factors of the policy implementation of the green building evaluation system are extracted, and the interactive relationship among the factors is discussed. The social oriented policy implementation mode and the government oriented policy implementation mode are summarized. Based on the experience of green building evaluation system policy implementation in various countries, the paper puts forward the concrete principles and suggestions for the policy implementation of China's green building evaluation system. The aim is to provide scientific basis and policy guidance for government departments to promote the policy implementation of green building evaluation system in China. First of all, on the basis of the relevant theoretical research and practical results on the policy implementation of green building evaluation system, this paper makes a theoretical analysis on the influencing factors of the policy implementation of green building evaluation system. Effective extraction of the impact of green building evaluation system policy implementation of the main factors, including the degree of improvement of the policy itself, the executive power of the implementing agencies, the acceptance of the target group and the suitability of the policy environment. Moreover, there exists a certain interaction relationship among the influencing factors, so as to construct the theoretical research framework. Secondly, on the basis of the theoretical framework, from the perspective of multi-case studies, this paper constructs and analyzes the policy implementation cases of BREEAM, the United States of America, Japan CASBEE and Singapore Green Mark, in the United Kingdom, the United States of America, and Singapore. And under the four kinds of impact factor dimension, the indexes of the second level influencing factors of the green building evaluation system policy implementation are extracted effectively. Thirdly, according to the interactive relationship among the influencing factors in the policy implementation process theory, four groups of influencing factors are extracted for analysis and discussion, and two main ways of implementing the policy of the green building evaluation system in various countries are summarized. First, the social oriented policy implementation, the third sector leading the implementation of policy, the operation of the market throughout the implementation process; Second, the government-oriented policy implementation, the government force led the whole process of policy implementation. Finally, on the basis of analysis, this paper combs the present situation of the policy implementation of green building evaluation system in China, and puts forward four basic principles that should be adhered to in the policy implementation of green building evaluation system in our country. Combined with the experience of policy implementation of green building evaluation system in different directions, this paper puts forward a series of policy recommendations to promote the policy implementation of green building evaluation system in a gradual manner, with the government as the leading factor, giving full play to the role of the market and gradually promoting the policy implementation of the green building evaluation system.
