BT模式在工程實施階段的管理模式和運行機制設計研究

【摘要】：隨著我國經(jīng)濟的快速發(fā)展,國家對基礎設施工程和公共事業(yè)項目需求增大,然而,基礎設施工程和公共事業(yè)項目通常規(guī)模大、資金需求量大,遠遠超過地方政府的財政投入能力,這就迫使政府轉變其傳統(tǒng)觀念,積極尋找新型的投融資方式,大量吸收豐厚的社會資金參與。BT模式,就是在這樣的背景下發(fā)展而來的,它作為一種新型的項目投融資模式,不但可以有效緩解地方政府財政壓力,而且還能轉變政府的管理職能,引入最新、最前沿的施工技術和管理方法,為基礎設施工程和公共事業(yè)項目做貢獻。 目前,BT模式在國外的發(fā)展已趨于成熟,而在我國,其仍處于摸索與研究階段,缺乏相應的法律法規(guī)和系統(tǒng)的規(guī)范,在實際操作中仍存在了很多問題,這就需要我們,在實踐中持續(xù)摸索、總結和完善。本文為了研究BT模式在工程實施階段的管理模式和運行機制,在學習和參考了國內(nèi)外關于BT模式理論和實踐經(jīng)驗的基礎上,進行了以下研究：首先介紹了高家花園工程BT項目的運作背景(項目的概況、工程特點)、當前BT模式在我國運作過程中存在的幾個突出問題、BT模式過程中的四種常見管理模式；建立一個相對扎實的理論知識基礎：然后對BT模式中的相關主體進行了分析：對當前BT模式中存在的問題提出了一些解決措施,并對BT模式的運行機制(成本控制機制,約束機制,風險管理機制,監(jiān)督控制機制,溝通協(xié)調機制和激勵機制)進行詳細的描述和分析；最后,結合高家花園工程BT項目的實例,對相關問題的進行了探討,包括項目的管理模式、項目的相關主體分析、“四大目標”控制、取得的成果和缺陷分析。。 BT模式在實施階段的管理模式和運行機制的研究,其目的在于,指導BT模式更好地運用到基礎設施工程和公共事業(yè)項目建設中,提供更加合理規(guī)范和有效的運作指導,減少BT項目在操作中可能出現(xiàn)的問題和困難。對BT模式在實施階段的管理模式和運行機制的深入研究,對督促政府部門建立健全的BT模式的法律體系,規(guī)范實際工程運作,以及進一步促進我國投融資體制改革和建設工程管理模式的創(chuàng)新,都具有十分重要的理論與實踐意義。
[Abstract]:With the rapid development of China's economy, the demand for infrastructure projects and public utility projects has increased. However, infrastructure projects and public utility projects are usually large in scale and large in demand for funds. Far more than the financial input capacity of local governments, which forces the government to change its traditional concept, actively look for new forms of investment and financing, and absorb a large number of rich social funds. The BT model is developed under such a background. As a new type of project investment and financing model, it can not only effectively alleviate the financial pressure of local governments, but also change the management functions of the government, introducing the latest and most advanced construction techniques and management methods. Contribute to infrastructure works and public utility projects. At present, the development of BT mode in foreign countries has become mature, but in our country, it is still in the stage of groping and research, lacking the corresponding laws, regulations and systematic norms, and there are still many problems in practical operation. Continue to grope in practice, summarize and perfect. In order to study the management mode and operation mechanism of BT mode in the stage of project implementation, this paper studies and refers to the theory and practice of BT mode at home and abroad. The following studies are carried out: firstly, the operating background of the BT project of Gaojia Garden Project (the general situation of the project, the characteristics of the project) and several outstanding problems existing in the operation of the current BT model in China are introduced. Four common management modes in the process of BT mode; To establish a relatively solid theoretical knowledge base: then analyzed the relevant subjects in the BT model, put forward some solutions to the problems existing in the current BT mode, and put forward the operation mechanism of BT mode (cost control mechanism). The constraint mechanism, the risk management mechanism, the supervision and control mechanism, the communication coordination mechanism and the incentive mechanism are described and analyzed in detail. Finally, combining with the example of BT project of Gaojia Garden Project, the paper discusses the related problems, including the project management mode, the main body analysis of the project, the control of "four goals", the achievement and the defect analysis. The purpose of the study on the management mode and operation mechanism of the BT mode in the implementation stage is to guide the BT mode to be better applied to the infrastructure engineering and public utility project construction, and to provide more reasonable, standardized and effective operation guidance. Reduce the problems and difficulties that may arise in the operation of BT projects. This paper studies the management mode and operation mechanism of BT mode in the implementation stage, urges government departments to establish a sound legal system of BT model, and standardizes the actual project operation. It is of great theoretical and practical significance to further promote the reform of investment and financing system and the innovation of construction project management mode in China.
